What Was The Reason For Operation: Cinder? Palpatine’s Contingency Plan - Star Wars Explained

  • Emperor Palpatine believed the Empire should not continue without him. So he put a contingency plan into place that, in the event of his death, would destroy not just his enemies, but the Empire itself.

    Following his death at Endor, Darth Sidious’ Contingency was put into effect by dispatching sentinel messenger droids to loyal Imperial officers. These sentinels contained the Emperor’s posthumous order to initiate Operation: Cinder. Each officer was given a planet to target, and over the course of many months, the operation was carried out.
    Planetary targets were selected based on one of two criteria: to punish the Empire or to destroy hope for the Rebel Alliance. So how did Operation: Cinder work?
    Once they reached their target system, Imperial forces would deploy a climate disruption array of satellites that would trigger catastrophic atmospheric events, such as powerful hurricanes and intense lightning storms. Any civilian ships attempting to flee would then be shot down by the Imperial Navy while the storm systems destroyed the planet’s surface.
    Dozens of worlds were targeted, including Vardos, Burnin Konn and Commenor. Although many of the Empire’s objectives for some of these attacks were less obvious, the Alliance was able to discover the reason for many of these assaults.
    One of the worlds targeted first was Palpatine’s homeworld of Naboo. This story is told in the Shattered Empire comic series, and if you have not read it I highly recommend it. It shows just how devastating Operation: Cinder actually was.
    The Star Destroyer Torment arrived in the system twenty days after the Battle of Endor and launched their satellites. Almost immediately the storms began to form, and operating at only 20% three class-5 hurricanes had already developed with twelve more forming.
    Imperial forces were still executing Operation: Cinder three months after the Battle of Endor. The Rebel Alliance, now forming into the New Republic, took action against the Imperial operation where they could and were able to save countless civilians.
    This action was more than just a rallying cry for the New Republic. Many Imperial citizens defected after the Battle of Endor, but many who had remained loyal to the Empire’s principles saw Operation: Cinder as senseless slaughter with no purpose causing many soldiers, officers and citizens to abandon the Galactic Empire.
    Emperor Palpatine’s full Contingency plan did not play out until more than a year after his death at Endor. Operation: Cinder had accomplished his goal of punishing both the Empire and the Rebels, but it was the Battle of Jakku where the next phase was to occur.
    Counselor Gallius Rax was charged by Palpatine to execute his Contingency. Drawing the remaining Imperial Navy to Jakku, New Republic forces followed. The original plan was for Rax to use Sith artifacts to destroy the planet and both fleets; however, Grand Admiral Rae Sloane killed Rax before he could trigger the destruction.
    Accepting leadership of the Contingency, Sloane chose not to destroy the planet, leaving the New Republic with their military fleet. She did execute the final phase, which was to take select Imperial officers to the Unknown Regions and rebuild the Empire under the moniker of the First Order.

    Operation Cinder makes no sense for Palpatine to create because his arrogance didn't allow for him to think he could lose, and dying of old age wasn't something he planned on doing either as established in RotS

      Actually operation cinder was meant to root out and destroy the weak and the defiant, only leaving those who would do anything for the emperor. It’s ingenious from a villains point of view.
      Then in the rise of skywalker he should have used his star destroyer fleet to destroy every core city in every planet, heavy bombardment. those who survive will submit to him, or perish with the rest.
      Truly what a waste of a good story.

      @@albertomartins4409you’re giving far too much credit to Disney, they clearly just wanted Palpatine to do something evil that also explains as to how there’s basically no Imperial presence in the sequel trilogy

    I still say this was a dumb plot device, EU Palps was far smarter, why burn it if you're just gona respawn a few years later.
    edit: about the only point behind Cinder was to drive out any without blind loyality, which was left the imperial remaint far weaker so noone could claim the throne.... which was stupid because it just wasted resources and hastened the new republics growth.

    The way I see it; operation cinder was a contingency to benefit palpatine in the long term with a couple of objectives.
    In the event of palpatines death, he would retreat to exegol to regenerate himself (another contingency) but he figured that the empire would continue to exist without him or that his death would be as a result of a coup to seize power.
    Operation cinder was conducted to not only select troops/officers fiercely loyal to him, but also fracture what’s left of the empire, cause panic for the new rulers and undermine core imperial worlds that would stand a chance of bringing order or a succession to the empire.
    This is so that when Palpatine rises again with a new empire (like the one he built on Exegol) whatever galactic republic/empire that confronts him would be weaker.

    This is all fine and dandy but why are not people talking about Ad Astra? A sequel must be made. I am so mad of the pandemic. A group of us would go to the cheap theatre every Saturday and pay $4 to watch the movie. The theatre kept it running for us every weekend since there was 20-25 of us. We actually broke a record being the longest theatre Ad Astra was played in across the entire planet by a huge margin! We ran almost 2 years longer in the theatre than when it was commercially released! What an accomplishment and COVID ruined that. Now I want an Ad Astra 2. Comon folks!!! It only costs $15 bucks for a movie, if we are all willing to pay that, we can make this dream come true! Ad Astra 2 would be amazing,! Ad Astra is the best movie since Star Trek the Voyage Home and I want it to keep being successful. An Ad Astra video game would be sweet too where you can fight pirates on the moon and lazer blast those dam chimps! Think about it, who is with me?

    I never liked this arc in the story, I'm a pro imperialist. I enjoy killing rebel scum.
    But I'm always disliked how willing some of the higher ups of the empire are to kill their own people and I don't see this as a good move nor something that palpatine would do it's too short-sighted.

    For anyone who thinks Operation Cinder was stupid of Palpatine, I have a counter.
    First, it determines who are the right people to join the First Order. The successor to the Empire was in a sense a purer and more fanatic version of the Empire, not filled with people who would grow a conscience and betray or spill secrets of the Empire. This was rooting out dissent before the First Order was born.
    Secondly about destroying worlds he have to conquer again. The plan involves the First Order forming in the Unknown Regions, so these worlds aren’t their problem for years. And the New Republic will have to spend time repairing these worlds, which is bound to be a drain on the economy. And while Operation Cinder turned the galaxy off of the Empire, the First Order planned to just make the New Republic look bad by showing the government bring unable to fight back against small threats. Basically the First Order uses the playbook of Palpatine when he was forming the CIS.

      And to think this was merely half of Palpatine's final contingency plan. While, the Imperials were prepping for the Empire's return, their Emperor were preparing for the Sith's return.

      what was stupid of palpatine was trying to control the whole galaxy with military instead of manipulation. He could've ruled for eternity if only he actually focused on developing the worlds and caring for imperial citizens more than just in the core worlds. Himself being the sole ruler the emperor could've ignored all politics and create decrees that improve the galaxy as a whole and make it better than what it was during the corrupt republic, making everyone a loyalist and securing his reign, and painting the jedi as the bad ones far more efficiently
      therefore this whole operation cinder and its potential benefits are irrelevant at its core as the whole ideology is flawed
      palpatine being the skilled manipulator and politican already knows all that but star wars needs a villain it seems
