Dogs absolutely understand 'appeasing behaviour'. My dogs have always tried to appease me if they've been told off: giving me a toy, putting his head in my lap, trying to lick my face

Tail wagging doesn’t always mean they are happy. If the wag is short and stiff that’s a warning sign of aggression. When dogs are under stress and uncomfortable they will yawn. When you take your dog for a walk always have them on a leash and be aware of your surroundings and other dogs in the area especially if they are not on a leash. Unless your dog knows the dog and are friends avoid unknown dogs not on a leash. Without a leash on both dogs if a fight breaks out it can be be impossible to break them up until one is badly hurt.

My Dachshund enjoys rough play when he is really happy. He will take my hand toward his belly for a belly rub.
