Here in France, modification is forbidden... there is some tolerance, so the risk to have a fine on the road with a police control is really low... but if you have a serious accident (like with other people involved badly), the expert will check the car and if modification, the insurance will say "yeah right, good luck with the bill, we are out" and you pay for the rest of your life if someone is disabled for example

The problem with PPF on headlights is that, even though it looks perfectly clear to you, it can interact with the headlight beam and create glare and/or send light where it shouldn’t go. Really unfortunate there isn’t more thought into the longevity of these systems from manufacturers.

Exactly. Even a clear film will diffract the beam and create glare. It is forbidden to install clear window films on the windshield for the same reason. The headlights are precision optical devices that are designed to very tight tolerances. Especially with high output light sources such as HID or LED.
The European spec is very strict regarding beam control and glare avoidance. This is the reason the DOT headlights had to go, as the antiquated US standard allows for a wider beam and higher glare.

When adding up the cost of the parts and if one had to also pay a workshop their hourly rate to install/repair everything, it can be seen how many of these vehicles can quickly become a model 'negative cash flow' - but of course, rescuing something unique can be 'priceless' (owner of a B12 and 6.9 etc). If it's in-line with the bolt (either on the short side or long side) then a 4cm offset crowfoot with a 500mm bar could alter a 140lbft setting to 129 or 152lbft. So yes, it matters, but not hugely.
