How does this behavior overseas not get your passport revoked? He goes to jail and no one says you can no longer travel out of country for this amount amount of time. They generally pick countries who's culture favors tolerating them, I have no idea why they thought Israel was one of those countries. Most people wouldn't assert their legal rights to respond to these kind of situations because they just don't know. Messing with the law is another level. For Americans read up on your states Citizens Arrest laws. For example some states like California require you to call 911 prior to making a citizens arrest. Some say this negates the power of it, some say it is good as it creates a record of the event and officers need to be dispatched regardless. Read up on your states thresholds of assault, battery, etc.
No one has the right to put you in fear of your safety or life. In dealing with harassment like this, dialing 911 is a baseline. Start making these people fear the law.
