Nelson has killed so many people, he got cocky. He never took any of those precautions with anyone (even with the people he's killed in the show) because it didn't matter, they either didn't see him coming, were unlikely unarmed and were helpless to fight back. This time his almost would-be victim was prepared and it was so dark and the rain blocked his vision from seeing her on the rooftop. He also didn't know Ruth would be smart enough to jump to the conclusion he'd be coming for her. There's no such thing as a rookie mistake, in Nelson's line of work; you will die nevertheless, rival cartel or outlier (as we see).

Pretty sure he already intimidated rachel when wendy asked, and I don't recall her asking again(obviously, there was no need anyways, things worked out). Other than when he was in the back seat of Rachel's truck, he seemed to be pretty open with his stuff. He just would clean up after a leave little to no trace behind. He killed Helen in the open, the Corner store guy in season 2 for the tapes. When he saw the therapist, he went under an alias and wore gloves and dumped the car. Walked up to Ben in the open then took him somewhere hidden. Followed Ruth, knowing that she could see him and gave him the finger.
So for me I wouldn't say sneaky in terms of not being seen but he does have something to him. I definitely think if Ruth didn't warn Rachel, he would have done something. Since she was watching TV and didn't immediately know where the gun was.

even if you're really good like nelson (or especially if ya) at some point you're gonna end up with dozens of people having a death grudge on you, that's a pretty bad thing if your job requires you to be in dark surroundings like a .... well wood for example where any of them could end you at any time.
