Anche in italiano "deficiente" letteralmente vuol dire "carente", così come una "deficienza" è una carenza. Probabilmente riferendosi costantemente ad una deficienza (carenza) mentale, si è alterato il significato.

Due domande, però:
--- Can't "consistent" mean also "coerente"? I remember "consistency" even in dettagli grafici o ortografici, che ci veniva sempre racconandato: coerenza interna...;
--- Does "kid" mean (female) "ragazzina"? Not a male one?

Yes, “consistent” can also mean “coerente”.
“Kid” is neutral, it’s used for both boys and girls, just like “child”.
