Just I want to say, that some, especially Germans count the Holy Roman Empire as the second. But yes, Byzantine Empire is basically the Roman Empire successor.

man, I love how drew does this for a living but barely understands how the hre works lmao.
Poland is mega strong early game, the only thing stopping then from washing over the hre is a strong emperor (usually austria with his doggo hungary) and a bunch of allies, as attacking one hre member draws the emperor in. also, AE is multiplied in the HRE, further hindering poland.
Brabanders will like extending to the Gulf of Biscay though ... Id thought that france being a mess would do well for some dutch provinces with things set up, still wierd

In HOI4 you should make every country go back to the biggest state it has been in. And if any countries overlap, just make it so the oldest one owns that territory
