    For all the people who are sprouting venom for language issue, pls read the constitution. Article 348(1)(a) of the Constitution states that all proceedings in the Supreme Court and High Court, shall be in English.

      @@loveu5045 there is difference in speaking and reading. There are people in Hindi medium who have better reading and writing skills in English but they can't speak because of lack of practice. You guys are living in a parallel universe where you think everyone is getting to study in English medium schools.

IAS officers are Gov. officials who execute the policis and laws made by the Gov. An IAS officer can't give excuse of not speaking English properly.

      @@loveu5045 Lame excuse?? First of all English is an official language because of people like you. Our Constitution makers didn't want to keep it for so long. And officials execute policies and laws but since you don't know government itself is promoting Hindi and asking every office to do as much work as possible in Hindi. I work for Indian government and our officers can read and write English. Speaking a foreign language becomes difficult for those who haven't studied in English medium schools and when it comes to courts one has to express himself flawlessly and courts have translation department, why are they even getting salary?
      Anyways, many countries have just realised including Spain that work can be done in their own language in much better way. Sooner or later we will have policies for promoting local languages than British language. In CAG they have made compulsory for DAs to learn the state's language where the officer is posted. IAS/IPS generally learn local language because they have to interact with locals not British slaves on day to day life.

    FOR PEOPLE ARGUING FOR HINDI-
    Our constitution clearly mentions that all proceedings of hc and sc shall be in English language. He is supposed to know this. There are so many languages in india English is the only solution.

      Shut up, if someone doesn't know English doesn't make him ineligible to go to the court.
      There can be a translator for that or even lawyer are there for that.
      If the court wants every officer to know English, they should tell UPSC and other examination bodies to conduct exam in English only...

      If the judge wants every officer to be fluent in English, he should order the UPSC to conduct examination in English only.
      There is nothing called - he is expected to...... Bullshit!!
      The only thing he is expected to is managing the administration and he is doing that.

      Well i will say that him being an educated officer. He must have understood the constitution of India now constitution of india recognises both hindi and English as official language along with many others. Now this guy must have understood it and if he knew that his posting would be in such a case where his vernacular language is not used i would say hindi. And he is posted in bengal he is either supposed to know bengali or a common mode of communication being English. There's a reason why orders of the court are in English so maybe they can reach the common people. The problem is your argument is based on EGO and yes i do agree that a translator should be there but isn't he supposed to know this being a citizen who should be upholding the constitution? Not everyone knows what is constitution, but he does and he studied it to pass the exam thats it. What's the point of logical part of brain if you don't want to use it eh?

      An IAS officer always has his subordinate to assist him in such cases. Even here also he has the lawyer, but judge didn't allow his lawyer to put the case and wanted him to tell him everything that too in a language he is not comfortable with..

    This is the Main Problem in India.. Hindi speaking people are given jobs in Non-hindi speaking states. Neither can they help the local language nor understand local culture.. Most of them donot make any effort to understand or respect the local people & culture.

      What is your demand ? Hindi speaking people should get all India service like IAS /IPS in Hindi states, while these are All
      India Service and the politics is that to accommodate as much hindi speaking candidates as possible in all India service. Anyway, one point is correct,
      a translator/mediator is necessary, and here his lawyer is there to support him

    The Counsel for the IAS officer has rightly said that he has lack of expressiveness which is not acceptable from an IAS officer. Being an IAS officer, he must have good communication skills. A bookworm can't run the administration efficiently. Hindi is important but english has become part and parcel of the official communication and one can't ignore this fact.

      When UPSC is conducting the examination in Hindi language, taking interview in Hindi language, giving training in Hindi language.
      How is the officer at fault here?? This judge didn't allow his lawyer to present his side and wanted the officer to speak everything. He could have said everything in Hindi but he was not comfortable in English.
      It is often possible that that the complainant and the judge don't speak the same language. And that's why there is a provision of legal counsel.

      @@kunwarsinghrawat3732 Hindi is spoken as a first language by 14 percent of Indian Population. Then comes Tamil with 8 percent of Indian Population, and Bengali with 6 percent of Indian Population. An IAS should be proficient in English. That is a pre- requisite.

    Hindi local speakers have the advantage of their language along with English in UPSC at the preliminary exam level. This is the greatest injustice in India.

    For those who are against English. For us Northeastern people we do understand Hindi but have problem in Speaking Hindi . And if it we are to give our explanation in Hindi we people will never win a case nor say anything . And in this case Been an IAS officer he should be fluent in speaking as high rank officer he is not fit even if he have 200 IQ . How can he deal situation in places like northeast or south India.

    Justice Medhi has done a very noble hearing . These days all court work , police work , Id ,it , or any responsible works are being done by officers who might have bribed their way through or come to their position with influence . The biggest reason for our country to be ruined .today the education is marginalised , even Military has bhakts . Judiciary is full of sub standard lawyers , sone obe has to demand a certain level of professionalism by the book . Thanks from us all who want to see India excel 🙏👍🏽

      Our original constitution was written in English.
      Region C states have English as official union language.
      Moreover English is the food and shelter for crores of poor educated people, So love, learn and speak English.

    With all due respect, the IAS officer’s choice of words and answers DOES NOT reflect lack of English comprehension, rather his inability to explain briefly and his promptness.. To all the people arguing about what an “ideal” UPSC aspirant should be like, language is a barrier across the country, and sadly a stellar marker of skill and ability.

      The demand of exam is that you have to go through a regroup process, multiple phases of exam, upsc conducts a paper of english in mains which is necessary to pass ,,, he cleared cse then obviously he passed the english paper as well. He was capable to match the expectations of upsc that's why he is a civil servant.
      And the matter of english in general administration is very limited ultimately a civil servant have the responsibility for the person who is last in row. And the person who is last in row certainly communicate in local language not in a European language ( english).

Our judiciary system also needs a major overhaul. There are lots of absurd laws and regulations in India which have no relevance in the modern day.

    IAS is not ONLY for his/her own state of domicile. Common Man. Those criticising the judge for not letting him speak in Hindi, imagine an IAS from South started speaking in his/her own native language in Northern courts. An IAS should know the Native, Hindi, English and at least understand the local language unless how can he/she will deliver.

    Judges and lawyers should learn the particular regional languages wherever they posted in the country to understand the nature of the issues comprehensively and give JUSTUCE. Huge expectation of having conversation and conducting the court procedure through english which every citizens are not comfortable (as it is not their first language) would lead to fail to deliver the justice. Our top priority should be giving the justice, not the language. #needreform

    It's not mandatory for a person to know English. Many aspirant clear UPSC by Hindi medium, people who come from rural Bihar, UP, etc finds it difficult to converse in English, it's not about lack of knowledge rather lack of expression. It's an expectation that he/she will gradually learn the english language as a mode of communication. The reason why HC/SC prefers English because it will help the person from any state to file a case in the place of residence. Hindi cannot be an langauge beacuse NE and South India doesn't recognize Hindi as state language, regional language is not a solution so we are left with English as lingua franca of the HC/SC.

    When the government can make changes or amend the constitution, Hindi written in Devanagari was declared as the official language of the union by the Indian constitution in 1950. The use of English for official purposes was to end 15 years after the constitution took effect, or on January 26, 1965, unless Parliament voted otherwise.

Even Mahatma Gandhi (whose pic is printed on currency note) was gujrati speaker. Please read his autobiography and other literatures which were written in gujrati.

You need to catch up on the recent developments as well.Currently many high courts and district courts are issuing the circular, directives, orders and verdicts in vernacular or scheduled languages.They are also providing the service of translation and transcription for the common people who don't understand English. SC is using AI to record the hearing in the court room which can be transcribed into other scheduled languages too.I don't know whether SC is charging any fee for these services or it is free of cost.
      Though there is a constitutional provision of usage of the English language in court, district courts are especially providing facilities to translate the legal documents in vernacular language to enlarge the periphery of legal services to the poor and unprivileged.
      (The verdict of Rahul Gandhi defamation case was in Gujarati originally.Later on it was translated to English.Though he is a privileged brat. 😬)
      So language is not a problem here but the insincere behaviour of the officer is more problematic.
