In the UK the man would have been tasered, because he doesn't have a weapon in his hand, as cops here don't regularly carry guns, but might if forewarned.

US cops giving first aid isn't always something that happens. I've seen reports and videos where the person shot had to wait up to 10 mins for the an ambulance to arrive before any type of first aid was given.
