Restricting travel is illegal no matter what the states have passed because what their residents do out of state is none of their business (unless they are planning to overthrow the government or some racketeering actions)! Let's go back to the 1970s and 1980s when the states didn't have a uniform drinking age! Kids who were 18 or 19 and lived in a state that had an older drinking age, went to the states with a lower drinking age, and as long as they didn't commit DUI or OUI, they were able to enjoy their drinks in another state!
Even today, where Canada's drinking age is 18, college kids go there to party (I've seen ads on campuses to go to Canada and the ads stated that the drinking age is 18 there)! As long as the kids don't drink and drive (same with those who are legally able to drink in the USA), it's not a problem!
