not at all, RDC its 90 millions on inhabitants... USA+Europe its like 900 millions... so if we ignore the ressource course, the extreme poverty, problems of education, lack of everything in RDC, corruption etc etc...
It is still physically impossible for RDC, even after miracles, to get such a GDP since it doesn't have the population for it... but at least we can think about a world where ressources are extremely well managed and the Congo's GDP per capita start to catch up ? maybe
