Might be the most psychopathic character in the entire series, and that's saying something.
He seems to have a good relationship with his brother Harwin and his father, yet has them murdered without the slightest thought. Littlefinger had far more sentimentality than Larys.

Littlefinger + Varys = Larys, very subtle GRRM. Easily one of the best and most fascinating characters on the show. I’m not sure if he’s a greenseer but the idea of him warging seems very plausible. I mean the writers practically throw it in our face with how he knows about the tea, the scenes of rats just ‘randomly’ in places, and the fact that he’s found next to a weirwood in his first scene with Alicent.

Such a fantastic portrayal by Matthew Needham. He is quiet and gentle, but unsettling all the same. Varys was gentle but cryptic, Littlefinger had an air of always scheming. Trusting Varys, he gave the impression that he had no personal goals he wished to fulfill other than steering the kingdom in the right direction; with Littlefinger, you were counting on his ambition to compromise his loyalty; with Larys, every thing he does for you feels like an infernal pact that will come to haunt you down the road. A wonderful trifecta of the sorts of men drawn to the position of Master of Whispers.

I don't think Larys is a greenseer, but he's definitely a warg. House Strong is more Northern in their practices and identity than others below the Neck, even keeping a weirwood like House Blackwood. Many wargs and greenseers in ASOIAF have some kind of disability that drives them further into their own minds than most go. I think he wargs into the rats, and that's one of the ways he spies on everyone. Imagine being young Larys having vivid dreams and finding out that, with practice, he can lock himself in a room, flip his eyeballs back, and spend all day as a bird.
Creepy Larry is a horrible, psychopathic, manipulative murderer, and also an adorable little guy. 100% baby. I want to scratch behind his lil ears til his knee twitches.

There’s a lot of foreshadowing that’s he’s not just a political mastermind, but that he’s also a warg (can enter the bodies of other beings and pilot them) and a greenseer (can see into the future). For example, his scene in the garden with a WEIRWOOD TREE IN THE BACKGROUND (subtle, producers), the numerous scenes with rats randomly in important places like Viserys’ bedroom, the fact that House Strong is one of the few southern houses to hold the old gods, the fact he even knew about the tea Mellos gave to Rhaenyra (a fact that should have only been known to Mellos, her and Viserys). And let’s face it, he’s disabled; the most powerful skin changers and greenseers, like Bran Stark, are often disabled. Why? Because their disability serves to lead them to focus on their powers more.
He’s even more duplicitous in the show than the books, in the books he allies fairly clearly with the Greens and has a seat in the small council. Here, he only seems to be serving Alicent for his own ends.
      SPOILERS:
      - When Rhaenyra takes the throne via Daemon pretending to go to Harrenhal, he is the one to spirit the injured Aegon away to Dragonstone, in secret, as if he already knew what their plan was.
      - When this happens, Aemond, who doesn’t trust Larys, believes that he actually aided Rhaenyra’s taking of the capital. This results in the rest of House Strong being killed.
      - Larys works in secret while in King’s Landing, to undermine Rhaenyra and turn the smallfolk against her. This eventually culminates in the Storming of the Dragonpit, forcing Rhaenyra to flee the city and losing the Targaryen’s many of their dragons as a whole. The Storming happens after Helaena commits suicide, but Larys spreads the rumour that Rhaenyra killed her according to Mushroom. It’s very possible Larys could have arranged for her death, which happened in a very public fashion (jumping out of Maegor’s Holdfast onto spikes).
      - Later on, after Aegon sits the throne, Larys plots with Corlys, saving him from execution, preventing his granddaughters being used as hostages, and thereby indirectly making sure Aegon III (who eventually succeeds Aegon II) lives. When Aegon II refuses to surrender to the remaining allies to the Blacks, Corlys and Larys, along with Orgyle, all plot to have Aegon II poisoned.
      - Larys is eventually caught by Cregan Stark for this. Cregan offers him either to be executed or sent to the Wall. For some reason, Larys chooses to be beheaded even when most others chose the Wall. His actions ultimately led to the fall of both Rhaenyra and Aegon II, and the coronation of Aegon III, as well as the Targaryens losing the power of their dragons.
Larys ultimately could have foresaw the Dance and taken actions to make it happen. He helped turn Alicent against Rhaenyra by telling her about the tea. He killed his own father and brother to make sure Otto got the position of hand again. He keeps Aegon II alive, stirs up the smallfolk to destabilise Rhaenyra’s reign, but at the same time takes actions to keep Aegon III alive and eventually kills Aegon II directly. Aegon III hates dragons after watching his mother die, and the Targaryen dynasty is severely crippled by the Dance, and eventually, this serves as the beginning of the end for them. The Blackfyres and Robert would never have been issues were it not for Dragons. Larys could have seen how all of this would play out and work to make it happen.

Making another comment because I've got some thoughts on the comparisons between Larys, Varys, and Littlefinger.
I think Littlefinger would dislike Larys on a level deeper than he'd ever admit. Young Petyr wanted to be a badass warrior like Brandon Stark, but even though he's healthy and able-bodied it wasn't in the cards for him and he had to change trajectory. He hates the thought of being seen as a harmless little guy and commits the occasional act of physical aggression. He puts on a suave exterior but it's clear that he will still throw hands, or rather a knife, as he demonstrates to Cat when she reaches King's Landing.
Larys leans into the harmless, passive role. Sure, he's disabled and could never pursue the warrior's path, but Larys has adopted a persona that Littlefinger hates and fears. And he's winning at it. That's the thing that would really piss Petyr off. He's winning at the harmless role yet has kept his masculinity, unlike Varys. There are warriors in ASOIAF that are small in stature, like the Mad Mouse, so I think it still stings Littlefinger at times. But Larys can't be blamed at all for not being a fighter. He's winning anyway. It's like Tyrion said-- wear it like armor.
Petyr could never get what he wanted when it comes to love and sex. But Larys doesn't love anyone and his fetish probably makes his sex life fairly easy. Any day of the week he could shake a little coin at a serving girl or sex worker who would be glad to relax and get a foot massage, albeit one with a little cum involved. It doesn't get anyone pregnant, take any maidenheads, and you don't even have to take much of your clothes off. And yet Larys still has the audacity to sexually exploit the QUEEN. Littlefinger could never pull off rubbing one out in front of Cersei, so suck it, Baelish. Compared to Larys, he couldn't bust a nut at the Planter's factory. The seed is Strong, baby. I wouldn't put it past Larys to take it up a notch by making sexy eyes across the room at Littlefinger. Maybe even a lip bite. What's good, my lord of coinage? What's real good?
Varys and Larys would clock each other immediately, their eyes meeting across a crowded room like in an anime. I think there would be a lot of respect there and they might even enjoy each other's company. They wouldn't trust each other as far as you could fling a tea biscuit, of course, but there would be many garden strolls and much quiet conversation. I can see Varys inviting Larys over to see the sorcerer in the box. Just two guys with eyes full of murder who wouldn't hurt anyone. Eating cookies and taking notes. Checking out the ladies' shoes. Knowing glances.

I appreciate the character analysis but the homoerotic fanfiction at the end does seem a tad excessive.
I do agree mostly, Petyr and Larys (despite the same placement of y in their name) would be clashing personalities even if they were working together. Littlefinger is less audacious than Larys, and his job forces him to be very public compared to the mysticism and inherent creepiness of being Lord Confessor.
I could imagine Larys unnerving Littlefinger by implying that his neck might be on the chopping block tomorrow, or that his bedroom floor is too flammable to be fit for a lord.
Add to that the natural antagonism of Larys being highborn while Baelish comes from nowhere, and it'd be a fascinating game of political poker between the aristocratic weirdo who commands power directly and the lowborn socialite who does not control but rather nudges people.

I hope HotD gets an active and high quality fanfiction writing audience so we can get some nice "Larys Strong in Robert Baratheon's Court" fics going.
Larys could be a great mentor to Joffrey, who would probably be infatuated with the Lord Confessor who can even make his father tremble.
He subtly positions Joffrey to catch his true parents in the act then steps in as "the only one Joffrey can tell about this". Suddenly the factions at court line up, Baelish with Renly, Corlys with puppeted Lannisters and Varys as the free agent trying to harm or help both sides.
Littlefinger sends a brothel whore with ugly toes to Larys, and the next day Larys invites Brandon Stark's old girlfriend (that Northern lady from Dustin I think) to court so they can have tea along with the Petyr and Varys.
So many opportunities, so little time.

Larys would make Joffrey even worse by using their sexualities as a metaphor for life. Joffrey gets off on sadism, Creepy Larry gets off on feet, and Cersei and Jaime were only doing what the dragonlords did, etc.

It's presented as a possible theory. FAB takes these big events and offers several theories about them, and leaves it up to us to either accept one or reject all of them. In the book, the burning of Harrenhal is blamed on Larys Strong (as a power grab), Daemon Targaryen (getting Harwin out of the way to get access to Rhaenyra), Corlys Velaryon (punishing Harwin for cuckolding his son), and even King Viserys (killing Harwin because of his longtime affair with Rhaenyra, but then accidentally killing Lyonel at the same time).
