It looks like it's down tuned one step. Standard tuning would have no capo. I think he does this to get an easier reach for the notes for certain songs he plays.
It is mostly one step down and a capo in the second fret. So it is standard again. He plays it like that because he wants to be in a comftorbel position with his fingers. So the fret there is thicker.

I die hard fan of black metal but this dude it's amazing there is some good new country artists that are gold, and colter wall is one of them
Also a metal head, I think country and metal have a lot of similarities. Both have darker themes in the lyrics.
