The drivers wouldn't have a clue what pc it's on. It's identical from that perspective. The only reason I can think for the board transplant is something special about the power circuitry or a more optimised layout. More mosfets perhaps?

No, only the 3090 Ti pcb is like that. The 3090 Ti was basically a test bed for the 4090, which is why it had an early version of a high voltage power connector. It's part of the reason when faced with the choice of upgrading to one I didn't (through EVGA's upgrade program). Yeah, it would have squeezed out like 10 more frames in some games than my 3090 ftw3 ultra, but from the reviews I saw, it was an unrefined product that really didn't make sense for someone primarily gaming, similar to a Titan card. The rest of the 30 series were just standard improvements over the half baked 20 series; I wouldn't be surprised if the 20 series and normal 30 series chips and pcbs were compatible in all honesty (either that or the 10 and 20 series).

Teclab are well known here in brazil, they're the sole reason behind why Galax (galaxy) cards are the most sold here, they handle the RMA process, they have been in the hardcore overclocking scene for nearly 2 decades as well.

NVidia imposes what a partner (brands that make the boards) can and cannot do different from the reference model. Although teclab are partners with, and uses galaxy boards, they seems to be pretty good for overclocking
