1. How Second Chance affects Gabriel's Cataclysm can be explained by his line that while time reverses for the rest of the world, it still keeps moving forward for him meaning that when Adrien used the Snake Miraculous in "Desparada", he grew 3 months older.
2. It's been confirmed that Emilie is in a magical coma by Nathalie saying in "Stromy Weather 2" that Emilie was in a magical slumber.
3. You don't have to use the damaged Peacock Miraculous multiple times for it to kill you. Once you use a damaged Miraculous, you're fate is already sealed. Using it again only accelerates the process.

I think that Adrien and Viperion didn't get any older after using Second Chance because of Ladybug's Miraculous Ladybug that most likely reversed any effect that the power of the Snake Miraculous had in them. Because Monarch's use of the Second Chance was not a direct part in the fight, it was not reversed.

The more that Gabriel uses the snake miraculous, the more his condition gets worse.

This will probably be remembered as the episode in which Cat Noir had Monarch's rings within his grasp yet didn't grab them!
Regarding the power of Second Chance and its effect on Monarch: when the Snake Miraculous was first introduced back in season 3's "Desperada," we saw that whoever is using the power experiences passage of time across however many repetitions they trigger. In that episode, Adrien made thousands of futile attempts to save Ladybug before giving up and telling her "I've been trying for months" - in other words, he experienced that passage of time. So, it's possible that Monarch / Gabriel is feeling the cumulative effect of his Cataclysm injury every time he winds back the clock. It's also possible that the power drains and damages him more than the others simply because time travel powers are among the strongest - as hinted about the Rabbit Miraculous when it was introduced in "Timetagger."
Speaking of cumulative, it's almost certainly the effect on Natalie of having used the damaged Peacock Miraculous. Although the Miraculous itself was repaired, it appears that she couldn't be. Much like victims of radiation poisoning, she is slowly deteriorating and there's nothing that can be done for her. A question might be whether Emilie's state is the result of similar use of the Peacock, or perhaps the result of attempting one massive creation with it. Likely the answer will be revealed in later episodes!
He didn't grab the miraculouses because there was little to no time left for that. Ladybug was already captured and Bug fighter aimed for her earrings. Chat's focus wasn't on miraculouses at that time. Also, how will he know, the rings are the miraculouses. As Ladybug was herself surprised to find the miraculouses were turned into rings in the finale.

so in the beginning, those flashbacks to Glaciator and Dark Humor are showing that Monarch actually has been using second chance all season. we just haven’t been seeing it, because he fails every time and thus those attempts are erased from the timeline. this makes the final dialogue a bit funnier. and i’m just gonna say now that 5x17 and 5x18 are two of my favourite episodes from the entire series.

Cat noir didn’t take the miraculous on account of what happened when Monarch akumatized Nathalie. Cat Noir knows the feeling of failure when using the snake miraculous for selfish reasons, and since he has been furious over monarch akumatizing Nathalie, he decided to force Monarch to relive that sense of failure by activating second chance rather than take the miraculous, this was essentially his best chance at revenge.
