It's much easier to select the elliptical shape tool, then using SHIFT to constrain proportions, make a circle, then in the layer of the shape, double click on the stroke effect and make whatever you like. That way, it's a shape and can be layered, moved, resized at will without losing quality. Doing it the way you describe, is quick and dirty and goes against the point of PS.
Why does it NEVER work in the real world? When I draw a circle it is NOT just a selection, it is a circle that automatically fills in with a color. I will have to keep looking.

this works for circles and rounded corner shapes but not for right angle shapes
it doesn't work for polydecahedrons either. Maybe because thats not what this video is about?
