Sidious understood that Vader could still potentially defeat him if he became too strong. Keep in mind, Sidious went through great lengths to keep him mentally weak. Sidious believed that Vader’s weakness had more to do with mental limitations than physical. Even after his injuries on Mustafar, Vader still had the potential to grow more powerful than Sidious.

He intentionally gave him the out dated armor and tech.
If Vader went elsewhere and got an upgrade Sidious would have been usurped.
He went through insane levels of manipulation to keep Vader complacent and controllable. He knew if Vader would stop caring about his past and focus on the dark side he'd become an immeasurable threat to Sidious
What keeps Vader weaker is his inner conflict. Sidious knows this. Vader has repeatedly shown more potential in the dark side than Sidious. He's also is more improvisational with the force than any sith or Jedi we've seen so far.

Therefore he stayed in the old one he was accustomed to, and never gained strength further to challenge the emperor. Vader's depression and despair stems from the fact he avoids his past. Pain is one thing. He knows pain. Control it and it can have reason and purpose. But Vader was WEAK because he couldn't face and confront "every" situation. He never got to the height of his power. It's likely Sidious intended this. Keeps Vader on a shorter leash.
Imagine it. If this is Vader when he's weak then imagine what Vader would be like if he had been stronger and able to face any situation. The "self acceptence" that leads to being unstoppable. No longer deluded about notions of "light" and "dark", but rather knowing himself truely. Perhaps some day it will happen somehow. His plan was to discard Vader like garbage once the latter became too old to be useful, replace him with a new apprentice, repeat ad nauseum. He didn't want to divulge knowledge to Vader for fear that Vader would figure out his machinations. This is especially the case with Palpatine, he was never just going to give his position away and by not training Vader, it remained as such. However, Palpatine did give him instruction at times “bury yourself in the dark side, overcome your past”, and by Vader craving the power, he was never going to be successful in taking it, because he could not entirely overcome his former life as Anakin, there was always some sort of conflict.

It's more likely that every sith lord simply makes things as difficult as possible. The rule of two is about being overthorwn. The master must be overthrown. So of course the master isn't going to make it easy. And will try to prevent that as best they can while keeping their dog on a short leash.
Vader knows he's a dog. It's the game they play. They both know it. Only when Luke thought of Vader did Vader have a reason to change his goals. Before that point Vader simpy didn't have a reason to care. Or at least no one pushed him enough and got under his skin like Luke did. The line "Then my father is truely dead" is what got Vader thinking. How he fled from the past. How it makes him a coward. So Luke taught Vader to be braver in a sense. Just with that one line. Causing Vader to shift his goals towards protecting Luke. It's the one thing the emperor didn't teach him. The most important lesson of all. To always face and confront. No matter how painful it might be.
Sidious just wanted to make sure Vader worked for it. Whatever the end he's probably laughing about it. Because that's a lesson he already knows. He shows this because he's always making the best of the situation he's in. With a smile and a laugh. A part of him was likely proud of Vader as he fell. Knowing he'd been bested at last.

The point is that it’s all just so twisted and toxic because that’s the way the sith are, and such exercises were designed to keep Vader’s anger and hatred fresh; feeding it, while also keeping him on a proverbial leash. It’s survival of the fittest when it comes to Palpatine, and Vader constantly has to prove that he’s the top dog. Secretly though, I feel like the emperor always knew he would succeed in some way or fashion. It’s all just meant to be a series of tests for him, the lessons of which are embedded in them.

The suit created în original trilogy was already wow for that time, and then the second trilogy was made, new technology was invented în star wars universe so everybody asked themselves why there îs no better suit, and everybody tried to come with an explanation..anakin should be death from the injuries before being taken care of..but wait..there îs the force that nobody really know how it works cause there are no rules and if there are they are constantly bend to make more movies...I m a fan of star wars..not disney era, but original...but stop making absurd theories..

New canon has altered some details. In the Vader comic series, he is competing against Tarkin, in which Tarkin and a whole team of soldiers and support staff try to see if they can hunt down Darth Vader on Tarkin's homeworld. Vader gains the upper hand after a deadly series of cat and mouse when he sneaks into their camp at night and unleashes destruction. Tarkin is stunned and realizes Vader was able to infiltrate because he had disabled his suit's respiratory system, silencing his trademark breathing sound. He likely had the system turned off for at least a few minutes, and he was able to sustain himself using a dark side temporary heal ability. I think it's also noted in the comic at one point that Sidious tells him to craft his suit to his specifications, after vader returned from a mission with a beat-up suit.

I think that's interesting that Sidious changed his mind about the rule of two
I always felt that their relationship was in flux and never precisely set.
From various books I liked the idea that Sidious was furious with Anakin's failure but initially came to view it as the force's will that he be the Sith Master for all eternity and hence it had gifted him the ultimate sith apprentice with ultimate power that he could still wield mastery over no matter how powerful Vader became, because of the fact Sidious could kill Vader easily with force lightning. Sidious was convinced that Vader's limitations were all psychological and he could recover the one of a kind potential if he could confront and get over his disappointments but was dismayed to find Vader could never seem to do this and hence was encouraged to look for potential replacements
I think Disney are making a mistake trying to make their relationship clear. A big part of the Star Wars universe is the conflicting views on the exact nature of their relationship. They should leave that alone IMO.

George Lucas is clearly a student of history. Palpatine seems to be a well put together combination of Hitler, Stalin, Julius Caesar, Caesar Augustus, Caligula and Diocletian. George also seems to have mirrored historical events when writing about Palpatines plans, for example, Order 66 is an obvious copy of the Night of the Long Knives.
This is very effective, as it makes the events in an otherwise unrealistic fantasy land seem very plausible. The fans who criticised the prequels obviously knew Fuck all about the world around them to not see that!

I always thought that the real tragedy of Anakin's Injuries in Sideous's mind was that he wasn't fit for essence transfer anymore. I thought the plan was to get Anakin over to the dark side, then steal his body when Sideous deemed it the right moment. Given what we know about Sideous's plans in the new trilogy, this theory makes the most sense. It also partially explains why Vader blocked Luke's attempt to strike down the Emperor in RoTJ, as a) it would allow Sideous to transfer his essence into Luke, but also b) by the rules of the Rule of 2 Luke would technically be the new Sith master over Vader.

I think Sidious would have taught Anakin his secrets and fully trained him, if he didn't lose on Mustafar. In Rise of Skywalker, Sidious originally intended Rey to kill him physically and then he would send his spirit into Rey's body and corrupt her, so he could live on in his grand-daughter. Rey would be the physical form, Sidious the mental/psychological form.
If Anakin successfully killed Obi-Wan and continued to grow in power with Sidious's help, then Anakin would learn everything from Sidious and later kill him. At the same time Sidious knew this would happen as the Rule of 2 says and after his apprentice betrays him, would transfer his spirit into Anakin's body. If Sidious had the body and midiclorian count of Anakin Skywalker, Darth Sidious would not only cheat death, but become more powerful than ever before. Everyone was a puppet to Palpatine.
Of course this never happens as Anakin failed him and so Sidious plans changed completely as a result, as Vader could no longer eclipse Sidious .

Luke found himself in the same situation that Anakin had against Dooku. The difference is Anakin went through with the goading of Palpatine while Luke did not. Luke completely rejected Palpatine’s offer even after Vader had threatened Leia so I think Palpatine was certain at that point that Luke had cemented himself as a Jedi and that there was no hope of having him as an apprentice to succeed him. There was no other option but do away with Luke as he would therefore be nothing but a threat to Palpatine’s empire at that point.

Anakin was conceived by the Force, right? Also Palpatine always knows everything. The lessons were see Palpatine trying to teach Vader is to let go of emotional attachments. Oddly enough the relationship between Sidious and Vader, despite the attempts and wishes of Sidious, was almost textbook Rule of Two and it was exactly what Darth Bane intended.
