I read somewhere that the writers of the movie actually have differing theories as to where the humans came from; one thought they were abducted from an intergalactic spaceship, while another thought they were in some sort of purgatory. My own theory is that these humans were abducted from Earth throughout various points during the early to mid-late 20th century (maybe 1920’s to 1970’s) by the Strangers on multiple different occasions, perhaps intensifying during the 1950’s and 1960’s. They then pieced together what human society, culture, technology etc. is like from the memories of the people they abducted, and then used it to construct the Dark City space colony. Perhaps the Strangers are still abducting humans from Earth, in order to replace those who have died, and whenever they learn something new about how human society has progressed they incorporate that new info into whatever technology they are using to change Dark City, changing the architecture and features of the city to incorporate whatever new that they just learned.

I did find it unique when the strangers made up the Jack the ripper story when one of their own was killing prostitutes to "understand" the human psyche And gaslighting anyone who figured it out and was immune to the "sleep" drug as "crazy" I mean we have real life evidence of lots of the history told to us was inaccurate
I believe Sutherland's performance was inspired by Peter Lorre. Also, when he is imprinting himself into John's memory, he speaks normally. It is because he wants to present himself as healthy human being, even though in reality he is a man broken man, who was tortured (note his scars and limp), yet he survived.
