I never thought of it as stuttering. It seems more like an old jewish guy who likes to be heard and was just thinking out loud while trying to find the right word. Not the same as actual stuttering.
Some people do this in order to continually be the one dominating the conversation. Like, stuttering prevents the other person from interjecting with their own words. Want to piss these types off? If you’re able to see what they are doing (not allowing you to talk), talk when they are stuttering without stopping or just walk away. You might gain an enemy but you’re in control of yourself.
Fred is truly underrated comedian. He really sees such specific things that people do and is able to get so much out of it
