National Guard actually does get "deployed" in OCONUS and it's usually for training purposes 😢IDK what's going on here. If he's impersonating being in the American military he should be accosted and even be charged with a crime. You are actually representing the country while in uniform so you have to act accordingly... That's why there are rules like try not to travel in uniform unless necessary in order to keep civilians calm and other stuff like you can stop at the store for a short shopping trip, but go home and change if it'll take more than 20 minutes or so... Was my first thought. I was not able serve due to medical conditions but I grew up a Marine and hard. He looks way too sloppy to be in uniform. I can't get a good look at the boots but they look wrong.. Don't get me started on the ear rings or not being clean shaven. Seriously...

National Guard actually does get "deployed" in OCONUS and it's usually for training purposes 😢IDK what's going on here. If he's impersonating being in the American military he should be accosted and even be charged with a crime. You are actually representing the country while in uniform so you have to act accordingly... That's why there are rules like try not to travel in uniform unless necessary in order to keep civilians calm and other stuff like you can stop at the store for a short shopping trip, but go home and change if it'll take more than 20 minutes or so... Etc
