Those little bits of wire in the the butane jet lighters are usually a ball of copper or another type of metal put there for novelty reasons to change the flame colour (notice the green flame). Its not to aid in lighting your cigarette and isn't ceramic or glass.

Just to add one information that i find really interesting and usefull is that the color of some torches changes with com peace of glass, or copper, or any material added between the "gas and the flame"

I'm pretty sure the first lighter case is designed for safety purpose, if a kid or toddler trying to use the lighter, it'll make an alarming sound to let the parents know.

Actually that does make sense to me, in a windy scenario you might be able to cover the flame to heat it up easier both hand than to try and cover the flame with one hand while you light it. If that makes sense...
