The second Hokage is by far the most underrated character in strength. For example if Tobirama actually manages to mark Hashirama in some way then Hashirama could well lose the fight against Tobirama because he won’t be able to do anything. Tobirama is faster and has much more and better jutsus. He even reacted to 10 tails Jubito when he blitzed Hashirama and Tobirama, Hashirama couldn’t do anything but Tobirama even placed paper bombs on him without noticing.
Also when Hashirama died he could have used him in edo tensei mode and Tobirama with that would even surpass his own brother because he fights with Hashirama‘s own power + his own as well. He didn’t because of the respect of his brother but he could.
Rob is actually master in ruining any badass or emotional moments by his weird comments in between 😂

I think Orochimaru is one of the most underrated people when youtubers talk about character development. This man looks evil and has lots of negative tendencies but he never wanted to "take over the world" like a standard villain. He literally was just trying to uncover all possibilities of world through biology and jutsu. He did some messed up things for sure but was always trying to unlock human potential which is super interesting imo. We even have so much back story with him and he was the OG bad guy before Shippuden. Again, very underrated in the character development sense, super dope.
I mean yeah he's more interesting in that he doesn't want to take over the world, he's just a scientist at heart who wants to uncover everything he possibly can. On the other hand, he's probably one of the most evil characters in the entire show. He is a total scumbag through and through.
