They were probably loose cartridges that fell in the suitcase. It’s easy to do and not notice. Perhaps they traveled somewhere else some other time where they were either hunting or going to a range and when they cleaned out the suitcase didn’t notice the loose rounds. I have my ammo separate from my regular luggage so this doesn’t happen to me. Also in the U.S. ammunition is legal to possess it’s not contraband as in other countries so they weren’t on as high alert for not taking it.

If they had a weapon with 10 rounds when it went into the luggage, they should confirm they have a weapon with 10 rounds when it comes out of the luggage - especially if using that luggage to travel abroad.

You can go in and buy it. This wasn’t even ammunition in a magazine it was loose cartridges. The firearm is what you are controlling without the firearm the ammunition is useless. In most states you can buy ammunition over the counter no background check, just show id saying you are old enough and for most of my life that’s how it was in California. How dangerous is ammunition without the firearm it goes to, you have to have the correct firearm to use them. If you think these items are controlled it shows you don’t know much about the laws concerning the purchase of ammunition. The military controls ammunition but in the civilian market it is widely available.

This is a super easy mistake to make. It could’ve literally just been brass. Say you go shooting and some brass lands in pocket if your backpack (it happens all the time) and then you oack the bag to go on a trip. Even if you thoroughly check a bag, brass will find it’s way into weird places and won’t be found for months. I’m paranoid about that sorta thing happening so I double and triple check everything. But this is super common and very obviously not intentional
