    will this stand out (the light) weird in a ps1 styled horror game (low poly/chunky pixelated game)?

    Doing a copy of the light in order to light the ground is not the proper way to work in unity. Instead the desk or ground has to be turned static and emission in the light material enabled. Also it's way better to have a simple script assigned, that takes care of further lightning simulations.

    Yes but can draw a glowing material? For example if I want to draw a tail with glowing radiation material but rest of the skin normally?

      Just make a position of your cursor inside of the object.
      Add > Light > Point Light
