As a Romanian who’s living and paying taxes in Czech Republic, I feel ashamed about these specimens taking advantage on the laws and people.

One of the best people I met in Prague was Romanian. The only girl that would go out to the bars all night with me and drink coke. You know Valentina? She's gorgeous, hilarious and is definitely one of my favorite people I've ever met in my life!

Well done Janek, but I really don’t get how these French tourists still fall for this stupid trick. The Czech Republic is part of the EU and the fact that it’s not using the Euro doesn’t mean that there is any way of legally getting a better deal by changing cash in the street from some random guy. This isn’t the 1980s, thank god. We have to assume that the tourists are just as greedy as the scammers, but less clever.

Not necessarily greedy, just lazy. I know a lot of folks who are still surprisingly "old school" when it comes to traveling and are stubborn about their habits. Like insisting they have to take wads of USD (not just cash, specifically USD) everywhere. I'm like no, just use your credit card or withdraw from a ATM so you don't get hit with exchange fees twice. They don't me believe me. I've even heard the comment from someone planning to go to Japan, "but I need USD because Japanese yen is so bulky to bring" and I replied "uh you do know they have a 10,000 denomination that's worth about $70 so it's not that bad". Seriously.

@@Carlos-M In a lot of the world, USD cash still rules. In much of Asia, large USD notes can be exchanged for close to the bank mid-rate, while ATMs rip you off with extra fees. (Thailand being one of the worst, with the ATM withdrawal fee for foreign cards being about 6USD.)

it is actually quite common in south american countries and countries where the currency exchange is very poor and there are two rates, official and black market, look into money dealers in argentina
It is the prejudices. They go to the “Eastern bloc shithole”, don’t know that we are rich developed country and think that this how you do business here
In some countries that is the way too go since the government there pegged their currency even tho it has been inflating. If you go to Argentina for example your money is actually worth at least twice as much as what the exchange office will tell you

I'm surprised given how often you feature these people exchanging money but using the expired notes from a different country that the law hasn't caught up and made it a more serious offence.
It's ridiculous that they get a fine they're clearly not too worried about.
They're going to keep scamming people because the fine is clearly not enough for them to consider quitting.
There is this pattern in many Eastern and Central European countries that the law enforcement doesn't really like when "civilians" try to take the matters in their own hands. In my town there was an idea to create an official app that would help people to send the information about parking violations. You would only need to take a picture of the vehicle and all the other information would be filled in automatically and send to the nearest police station to investigate. The idea was shot down by the police itself because it would "leave too much space for violations".
So unless the problem leads to bad publicity for law enforcement of for municipal government nothing is being done.
Changig laws takes time and this is actually a pretty minor offence. I mean, ok, the tourists lose a few Euros (and have a story to tell when they get home), but it's not like somebody gets severely damaged or hurt. Those money scammers are mainly a nuisance. I'm not trying to defend them, they're still scamming people.
@@olgagicala7886 The problem with such an app would be that the police doesn't have enough manpower to investigate every violation they would receive that way, but still had to do that. That would block a lot of their resources. Here in Germany we have a moron who walks around basically doing just that, reporting every violation he sees (or thinks he sees), including for example an elderly man waiting inside of his car in a no parking zone for his (also elderly) wife to get into the car. The police in his city have received so many perceived violations by him that he's actually blocking emergency services and his reported violations have cost the tax-payers quite a lot of money, because whenever he reports something police (or emergency services, depending on what he reports) have to follow up on that report, very often without being able to either find the violation or charge anybody for the violation.
There are a few issues with that.
First, there is little political incentive. This pretty much entirely affects tourists, who do not have any political power. And On top of that, a LOT of locals would just say "stupid tourists got what was coming" (this is nothing against Czechs, but locals in tourist areas not dependent on tourists quite often do not like tourists).
Second, the amount of the fraud is pretty minimal, both on an individual basis and on a large scale. A tourist gets ripped off a hundred Euros isn't going to have the incentive to kick up a fuss (and has an incentive not to admit being ripped off by what should have been an obvious scam). And, on a national scale, you aren't talking about huge sums so it isn't enough to get a lot of people to care.
Third, doing something effective is far easier said than done. If they throw this guy out of the country, there is a lineup waiting to take his place and it won't have any real impact. Many people would look at that and go "why bother?" You also have to be careful in crafting new laws, these thresholds that they exploit exist for legitimate reasons and you don't want to mess up other things trying to end this.
To be clear, I am not saying they shouldn't do something. I am just saying that for the people who can do something, there isn't really reason for them to step up and do so.
If anything should be made illegal it is the dumbness of those kinds of tourists
