You accidentally worked out what the issue with the EAN tests has been. Local monitoring of the outgoing alert being relayed was getting picked up by the live voice microphone, therefore essentially feeding back into itself. That's why the audio quality of them has been terrible on the NPT and EAN tests, the feedback gets worse and worse each time it gets relayed.
What if you changed this program to only generate WAV/MP3 files without causing any real EAS activation? I'm starting to become obsessed with the EAS and want to make valid tones for EAS scenarios.

My goal is to have a ham radio setup with the computers like you have but mine would also be running the endec along with multiple monitors for weather surveillance via radar scope and the nws website and also the alerting setup. I'd also be trying to run a live feed via social media and CZcams during weather events when I could and basically my desire is to be able to run the endec to the live to alert others watching.

If used improperly or maliciously, absolutely. However, if set up and configured properly, there is no risk of valid EAS tones broadcasting on any public radio or television stations.
I don't broadcast it over airwaves, all closed circuit, so its not an issue. However, if someone were to try maliciously activating the EAS, it is absolutely illegal.

Tony Wolf the same thing happened with the Pennsylvania Child Abduction Emergency earlier this year except to a lesser extent. The tones were quieter

For the TTS Option in the Audio Message Portion, did you program it to just use the Computer's Default TTS Voice or does it use a specific voice?
