      Great, safety against unexpected disasters should be first in my opinion when it comes to where should the government put her money into. Here in Israel they started a program where the government would pay the fees for renovations so every building will be earthquake proof.

      Those initial tones before the Japanese announcement can make the TV turn on by itself. So you can just be cleaning your house, minding your own business, all of a sudden, BOOM, TV is on and you're being yelled at

      @@mikemotter3685 Not the *initial* tones - but those at 3:38. It's an FSK in-band transmission every analog TV receiver is listening to, even on standby. Newer, digital TVs/set-top-boxes get this information out-of-band via ISDB-T headers. (When a digital set-top-box is connected to an analog receiver, both of the steps do their respective work.)
      This transmission overrides power and volume controls, switching on the equipment on the channel that broadcasted the information with full volume.

    For those wondering why Portuguese is offered as a J-Alert language in addition to English, Chinese and Korean, it's because there's actually quite a sizeable Brazilian and Portuguese community in Japan - approximately 273,000 Brazilians live in Japan.

    The alarm sound is one of the most Japanese things I’ve heard. Bell-chime dings followed by jingling glockenspiel.
    To American people (or generally people more used to jazz), the arpeggiated glockenspiel chords would just sound funky/jazzy. But to Japanese people, the chords sound very unstable and unsettling.
    It also has notes in a wide pitch range, so that people who are hard of hearing can still recognize the alarm.
    The two chords are the same chord shifted up a half-step, which builds tension and a sense of urgency. Combined with the choice of instrument, the alarm is intended to communicate intuitively that you don’t have to _panic,_ but you have to _stay alert._

      Mr. Delphi Japans system is quite advanced and probably quicker than the American EAS. However, while the American EAS may not seem advanced, the blaring tones before the alert tell special receivers in weather radios and EAS equipment what the alert is, where it has been issued for, and how long it will last. Alerts can range from 15 minutes to 6 hours in length. Alerts longer than 6 hours (I.e. Issued until Further Notice) are usually issued for 6 hours and may or may not have follow-up alerts, depending on the emergency.

      They will be far out-numbered by Brazilian-Japanese. And Hispanic people working for the US government abroad can be reasonably expected to speak English. But many Brazilians of Japanese descent won't necessarily have a good command of Japanese or English (nor Korean or Mandarin Chinese, obviously).

      The United States and Canada's west coast will receive one of these mag 9 plus in the not to near distant future with the Cascadia fault.The infracture may be so badly damaged they may not be able to recover.Unlike like Japan they have 0 building standards to deal with that 5 to 10 minutes worth of shaking.

    This was a big earthquake, it measured 7.3. The nearest city was Ishinomaki, but Kamaishi was also affected. Ishinomaki was the town that had the most fatalities from the earthquake in 2011, being nearly 4,000 killed. The 2012 earthquake killed 2 people, plus a man who attempted to sail from the tsunami in Kuji. Multiple aftershocks occurred, and tides in waters across the Pacific rose. Unusual waves were spotted in California.

    Their warning system is so advanced! An earthquake is detected, people are warned, then a mere two minutes later, a tsunami warning, broadcasted in FIVE LANGUAGES. Mad respect... even in disaster, they can get such information out.

    Its really fascinating how she takes her time to warn the people and not just evacuate, you can see the fear in her face, she is really shocked but still trying to calmly warn everyone to be safe.

    It's a pretty awesome system they have here. There was just a magnitude 5 quake a few minute ago. My phone started ringing, and the alert had the time until the earthquake arrived and the intensity.
    The way it works is that they have seismic monitoring stations set up everywhere. The fastest earthquake waves travel at 9000 mph, so there's time to quickly relay the information to you.

    The most amazing part Is that the tones from the J-Alert system are designed to trigger any device compatible with 1Seg (so most of them) to immediately turn on and tune to NHK in the case of TVs. This even includes PCs and laptops!

      Most people will speak a smattering of English. It doesn't have to be perfect. Plus the severe shaking would be enough to prompt anyone to stay the fuck off the shoreline. :P The videos you see of people standing around while the tsunami roars around them are people who knows that the building they're on will hold.       CloverLovesTT 29.6% of foreigners who live in japan are Chinese, 26.6% Korean, 14.1% Brazilian. They are Major 3. So this makes sense that they have chinese, korean and portuguese broadcasting. The Foreighners who can speak english as their native language are up to only 5% if you also include Filipino. but hey, english is some kind of global language and bunch of people can english as second language! The little problem is russian.. Russia is also their neighboring country beside Korea and China.

    The noise at 3:40 is a signal to turn on all other TV’s in the house, let’s say a child is watching TV in one room and all other TV’s in the house are off. Once this sound plays all other TV’s will turn on and broadcast the warning,

    Japan is the most technologically prepared country for getting quake info out fast. They take advantage of the speed difference between the P-waves (faster but not much shaking) and the S-waves (slower but much more violent).

    Here in California they're supposed to build something similar to this system and people were complaining about it like crazy. Obviously the people close to the epice epicenter of the quake won't benefit much from it, but if it can warn those farther out about those incoming S waves, then I think it would save lives. Look how much time they had in some places to get to safety before the quake hit in some places. All states within the range of the San Andreas fault line should have a system like this. No?

      I'm working on a documentary about the next big one in California and what an early warning system might do to help. Nobody wants to pay for the system but it would surely save lives, or at the very least, provide some psychological reassurance to many people who would know what to anticipate.

    Here in the US, the news anchors stop and say "Woah..what's shaking?" before taking cover under the desk. In Japan, they calmly continue on reading off the predicted affected areas.

    I never knew that hosts on NHK are required to stop and read the emergency message, regardless of whatever is being broadcast, plus they have to remain stationary in front of the camera, even when they should be in cover, which is very brave by the way

    Everyone: The sounds that went off when the people were on the show was only an early warning. It only sounds like "ding dong!" because it's just an advisory.
    However, the actual warning doesn't sound so "kawaii! (^-^)" at 3:41. It sounds like a phone ringing but more loud and more continuous.
    It's really fascinating how it displays the warning in several languages. Well done, Japan.

      part of those sounds are for getting your attention no matter what and other parts of those sounds are used to activate weather radios and notify tv and radio stations of the area it is taking effect.

    You know what I find pathetic? In America, a news anchor once interrupted a congresswoman for an update on a DWI trial for Justin Bieber. But there is an earthquake in Japan, and this woman politely waits for her guest to finish talking before making the announcement! What sense does that make???

    I don’t know... people say it’s not that scary.
