use a dime at the base of the bulb and apply a little cam force. usually does the trick.

Nothing like some silica shards ground into your thumb & index finger... Neat tool..it's like a small version of spark-plug-wire pliers, also a knuckle-saver. Your traffic police are either hard-core or you're a shady looking character, wow. Take care!
