Biochar only becomes biochar once the charcoal is "inoculated" in compost. What that does is enrich the soil biome, the tiny animals that produce nutrients for the plants. It does help with moisture retention, but it also gives fungi a base to increase soil moisture and gives roots the spaces to grow down and strengthen the health of the plants and soils. If you are considering biochar, the absolute best compost is worm compost for inoculation. A "wormery" is remarkably easy to do, but it does need kitchen scraps, garden scraps and water to keep worms alive. Ironically, the best worms in 🇨🇦 are native to the coast, "red wigglers". The worms can't tolerate heat above 24°C or freezing. But they're easy to keep in totes, in any place where the temperature is ok. I literally have one in my kitchen, it's handy, and doesn't stink at all unless it's too wet.
There are lots of videos on how to make the proper charcoal, and that is burned without a lot of oxygen. Biochar becomes a home for the soil microbes, which enriches the soil continuously, even in winter.
Have you ever looked up your Köppen climate zone? It is more accurate than USDA zones. I’m a USDA cold zone 10, but you are describing very similar climate challenges to what i have in a Köppen climate zone Csb.
