ALABAMA MAYN! This episode is amazing. What I feel it is making a satire of is these damn Karens at the time saying that Pokemon is evil, and that it's ruining our children and stuff. And this episode dials that paranoia to 11 and blows it completely out of proportion in a way only SouthPark could.

When it comes to Cartman remembering Kenny's deaths, there is a more likely theory than the one you stated, one that suggests Cartman is the exception and not the rule. Earlier this season, in the episode called "The Succubus," Cartman gets an eye transplant using eyes sourced from one of Kenny's bodies. It's entirely possible that since he now has the eyes of an immortal, he's been able to remember since that episode. Further supported by him stating that Kenny "dies all the time" in the season 5 episode "Cartmanland."

In the season 4 episode Chef goes Nanners Kenny's death is witnessed by a lot of people, and I believe it's Clide or Stan who says "That was a good one." In reaction to his amusing death.

The Kenny seizure is a reference to the porygon soilder episode from season 1 of the anime that sent hundreds of kids to the hospital. Since that episode polygon and it's evolution have not appeared in the anime, though it was pikachu that trigger the flashing that caused the seizures.
