Yes, you can if you growing during the drougt.
Just wet/irrigate till soil is slightly moist. Don't allow soil to be too moist or water logged. It could twice, thrice or even once.

You need to let it breakdown first. Compost it
Please saw dust is not manure. You may use it as a planting medium. But it's not not manure. Don't get it confused.
Is it advisable to start yam sack plantation at this period of time
If you have irrigation in place, yes, but if you don't, no
