    I think Death's sentences could be argued down some by the fact he is only pursuing an individual with an active and legal Bounty on his head. Hero or not, Puss is a fugative from the law with a dead or alive price on him. So while he has been misusing his powers and acting beyond his normal purview, it could be argued that he Bounty Hunts as a legal side job. Which... makes things even more grey than they already are.

Puss was a special case in that Death found him to be annoying and took his frivolity with his lives personally.

      Well. Death in Castlevania games is trying to kill you. I think it's fine in Castlevania Lords Of Shadows 2 because Gabriel there is a vampire, vampires are dead. But in the old NES games Simon is alive and one of the late bosses is Death

This means that rather than assuming the laws of the present day we can use a more accurate representation.     I like that Death still got off easy because his crimes are all directly related to the protagonist.     I think Jack Horner could definitely use a few more charges. Examples:
    -Grand Larceny: stealing all those magical items
    -Hunting endangered species: I’m not sure what the actual crime would be, but I imagine it would be criminal to hunt down unicorns (which we know he has done since he does posses unicorn horns)
    -Assault: hitting the Grasshopper in the “what took you so long, idiot?” scene
    -Mass murder: flamethrowing the posies. I would count it as genocide, or at least xenocide (given the Black Forest appears to not exist on Earth), but it doesn’t appear as if he’s intent on killing them all for the sake of extermination
    -Reckless endangerment: using the Phoenix as a flamethrower when the Baker’s Dozen are near

    To be honest, the first encounter with death and the fight between him and puss could technically be counted as self-defense case since Puss did attack first. Plus, Puss is known as a wanted fugitive, and assumed that the wolf was a bounty hunter after the bounty on his head. So, him stalking puss is pretty much surveying your target and knowing what they're doing so nothing on that except possible PTSD for Puss, but the charge on him wanting to cut the middleman and kill puss, yeah that's kind of cheating.

Death himself stated he finds 9 lives absurd, as he decided to live them carelessly as a 'hero' rather than value a single one for what they were worth. He saw each end Puss had frivolous, as everytime he died it was a useless point just for fun, no genuine death that went to protect or stop anything, just to show off. He was furious that Puss never took notice in how his lives drained and didn't even keep track, so he decided that he would take the last then and there as a punishment for never valuing the other 8. Of course, in the end, he stops as he realizes Puss has officially learned his lesson, and will most likely value his final life peacefully until they meet yet again. This is why Death was so livid about it.

    In the first battle of Death vs. Puss, I would excuse him for the assault as while he definitely tried to provoke Puss into a battle, Puss was the initiator of the fight and as such, Death inflicting a wound on him could be considered self-defense

    In the case of Jack Horner, you forgot that he admitted to getting his wall of unicorn horns from baby unicorns, implying he either genocided a bunch of baby unicorns or poached them for their horns. Poaching x48 (horns he had on his wall) at least, unicorn genocide at most.
