Me, I never. I wouldn't pay because someone was incompetent. I would have challenged them for sure and demand a breakdown.

Haha remember I was staying in that apartment for a year before I moved out and rented it out - and as the owner it’s my responsibility to ensure that my rates are paid and up to date. Believe me I tried and I had municipality lawyers communicating with me and gave me a breakdown. It’s so unfortunate but I had to pay it. Life
