Man I love Judge Simpson ... I wish he didn't have that one black mark on his record, but I guess it's an example of how good people can fuck up sometimes.
But district court judges don't rule on issues of "constitutional law", that's a whole different barrel of worms. Judges are not jail admins, nor are they jail medical admins... they are judiciary branch, not executive. In the United States, every state has its own prison system, as does the federal government. In each jurisdiction, prisons are part of the executive branch. The executive brance executes the laws set by the legistlative branch, the judicial branch acts as a check to ensure that those laws are being followed with precision. That's has nothing to do with administrating jail policies. (which are not laws, they are internal admin policies set by each individual institution and can be different from institution to institution) Policy does trump law in some circumstances. Also, constitutional rights is a buzz term that really doesn't mean much to most people, and most people don't even know what those right entail. Hard hint, it ain't as much as you think. (the constitution doesn't guarantee you a right to elective medical care in jail) If people want to be concerned about their health and want to be free to visit with health professional to do things like stay healthy, stay out of jail.
