Detention without arrest is a Colonial conceit. In the UK, there are only three times where it applies: to prevent an imminent breach of the peace; for the duration of a stop-and-search; or while your home is being searched. Please don't assist cops in their delusions that they can remove your liberty without an arrest.

9:10 If they were really worried about security of the staff at the MI5 building, then they would make sure that no one at the Pizza Express building was sat looking out the window with a mobile phone propped up on the table where it can record everyone going to and from the building. Since they don't do anything about that they aren't that bothered about security, and everything in the rest of the video is just pure intimidation tactics by them knowing it's going to appear on CZcams and them hoping that it puts other people off. However, like most of those in "authority", their brain power is limited and they don't realise that it actually encourages more to do the same as PttP and others like Koleeberks and Marti. If a hostile surveillance state or group was filming from Pizza Express they would clearly already have information on the rest of the building. I don't know if you noticed but he was also filming the entrance as staff were leaving. All this put together gave them reason for calling the police for it to be investigated. I hope you also realize that the police could have detained him there and then, they had the legal authority to do so but after they came over they must have realized that he genuinely was just filming around.

The British Taxpayer cannot afford for the Police to waste so much petrol on a non crime.
The Police must behave in an economical manner when fuel prices are being forced up for nefarious reasons.

Love it. It was the correct time to asked if you were being detained . Saying he wanted to chat with you it just another way of illegally detaining you. This was a Stop & Account they have no power to detained you. Spot on in saying you do not have to help them with their enquiries. The icing on the cake would have been to mention Rice v Connoly leading case where you do not have to help a constable with his enquiries.
