PSA not all characters' hurtboxes are build the same. Unfortunately the card pop does not hit all characters.

is whiffing on some characters still true with the universal weight changes, or is this primarily a hurtbox thing?

Considering the update that made weights universal is the same one that added Johnny, it's likely a hurtbox thing.
