Robin Vallée hi thanks! For gaming you should get same fps as me maybe a little bit higher because 8th gen is better than 7th cpu, but not that huge difference.

How do you have so low CPU usage? Mine is always 90%+ even on full turbo without any throttling.
Hi I used Razer Cortex to close unnecessary applications and will free up ram en reduce cpu usage. Maybe you could try it.
Got same laptop.best solution(tested)for apex is, go fps adaptive target on 60 ,graphic will bee blured a little,,instal reshade and turn on option LUMA SHARPEN,it giving you back your textures,and take average 3 4 fps...so is worth and so good solution for getting fps for nothing
Same specs as yours but have a GTX 1050 4gb VRAM and my fps are lower than yours (like 15-30)

Was your laptop overheating? maybe the cpu isn't strong enough and it's limiting the gpu's performance...or it is because you were using power saving plan...
You should try
Play the game with the laptop plugged in and set the power plan to HP recommended with max performance
Use a cooling pad to prevent overheating and if you still get problems with heat then consider buying new thermal paste
Search google on how to overclock a gpu
And the last thing you should do...play with 900p resolution
