I think he understands, being in the business for so long, that drug addicts are sick. I believe Ali says in an episode that addiction is an illness. When you're an addict, you're not you. Your brain functions are altered, and basically your whole world, your personality, your perception, everything shifts drastically during the drug abuse. He knows this is not the Rue he knows she can be. This would probably be my take on this relationship. I'm not a drug dealer lol nor an addict just my two cents
