Additionally I found it was useful to put a save point in the settlement office and save before making a decision then I could check the resists of the decision and if it was negative impact reload and change my choice.

So settlements do nothing for you other than making items that (in my case) sell for next to nothing? I was kinda hoping the productivity would be passive income for me.
Best buildings to build is always productivity and maintenance cost recution. Happiness can be improved by doing parties and holiday events at the cost of some debt. It kind of sux you cant invest your own units to metigate debt as it will hurt production, for a little while. You dontmhave to get your happiness to 100% to stay in the green and maintain it as an S class colony.
I've been trying to figure out how to raise my population. Mine is currently 83 and it is the only catagory I have left to work on.

yes i have one
I've played for 23 hours and still haven't gotten the call, please help
If you are playing on switch or expedition mode settlements do not exist well they exist in expedition mode but you do not get the call until after the expedition ends. If you are playing on anything else or other game modes you will eventually get a call when in space that will take you to a settlement. I am not sure if they changed when this call happens or not but 23 hours is a very short amount on play time in no mans sky. Just keep doing what your log says and eventually you should get a random call when in space leading you to a settlement. You can also buy settlement maps in space stations that will lead you to one that you can claim for yourself.
Why do we even need a settlement?
You don't need one at all. If you have no interest in them you don't need to have one. Thanks for watching.
