Greater Manchester Police making 'disproportionate arrests'

  • An investigation by Channel 4 News has uncovered serious concerns among serving officers at Greater Manchester Police who've told this programme they're taking "unacceptable risks" and that "dozens of inappropriate and disproportionate" arrests are being made every week.

    It comes amid the current Chief Constable's drive to double arrest figures which has been one of the key factors in getting the force out of special measures.

    Simply arresting more people is not a sign of the effectiveness of a police service unless one is only following the mantra of the current Home Secretary.

      Arresting more people because you're solving more crimes as the statistics verify, and the very video you're commenting on discusses not one, not twice, not thrice, but four times throughout,is absolutely a sign of greater police effectiveness.
      Arrests are up 52% and convictions are up 30%. That's 30% more crimes solved. 1/3rd more cases closed, each year.
      This coverage isn't claiming these improvements aren't great. It's claiming the police training, resources and funding, along with the resources, staffing and funding of the greater legal system need work. Obviously though that isn't going to happen over night, but all the plans for that to happen are in place. So really this is what you call a low fruit story, a cheap whack at a system in transition.

      While I don’t agree with men being present for it or the way she was treated at all,GMP were right in what they said - it wasn’t a strip search, it looked closer to a cell exist. Usually used with less than compliant individuals where their clothing cannot be searched or risks (cords) removed.

      I'm a supporter of the police. No civil society can function properly without them.
      But when you have a home secretary like Braverman, more of this type of policing is inevitable. I suppose this is her idea of non-woke policing.
      ie, Racists hanging Golly dolls by ropes in pubs being dealt with, annoys her. But people being arrested purley to boost arrest figures is proper policing to her I guess.

      @@AB-lq1zd I’ve literally lost count of the amount of times I’ve been arrested for non crimes by people who shouldn’t be cops or have authority over any man or woman,that have ended with what’s called a ‘Prosecutor Fiscal release’, which literally means the police have wrongfully arrested & detained you in the eyes of the court/law,so all charges dropped without the need to even go before a judge but your still locked up for what can be up to 4 days if your arrested on a Friday morning of a bank holiday weekend for absolutely no justifiable reason.

      Why? She wasn't charged. They could see she was under the influence of something, a welfare check by a family member had been requested, she clearly was in a poor state of mind. They needed cause to hold her in custody so they could monitor her and ensure she doesn't harm herself or have a medical emergency. So, they found a cause. It's something that happens hundreds of thousands of times a day across the OECD, not even just the UK. They do it all throughout Europe. They do it across North America and Oceania. What's the problem exactly?
      Would you rather police just walk away whilst she's under the influence? Perhaps not even attend welfare check calls, would that make you feel better?

    I’m sorry but the lady who “swiped” the glasses off the officer had consumed something that they could not identify. If they felt she could do further harm then placing her in handcuffs was appropriate. That said, the officers should have taken her to an A&E department on the basis she had ingested an unknown substance.

      People who are high do weird, stupid and surprising things but aren't necessarily aggressive or malicious, just have poor self-regulation (like toddlers). By definition they are vulnerable and should be treated as this, and by definition, they are more at risk of injury or sudden death. There was no one really assessing her for welfare.
      You cannot, in any case, know the motives of a person who is high. (I work in mental health & addictions and see poor impulse control all the time). She wasn't being aggressive, but uniformed officers turning up at your house when you're probably already distressed, behaving aggressively, just ramps up the tension. Apart from being the wrong response by police, it lacked judgement and compassion. She probably could have coped with one officer or two, and been brought round by observing and talking, and would have surrendered herself to medical treatment - job done. But to set upon a person like that would be alarming to anyone, high or not, especially if all alone.

    As a policing student at uni and a special constable in training, I am shocked at what those officers did in the detention centre. They did a strip search or removed a woman's inner clothing with male officers present, that is not lawfull.

    That woman was clearly in need of the help of mental health professionals, not police. Police have a lot to do and face a lot of different situations, but exercising good judgement is better than making unnecessary arrests.

      NHS is also overwhelmed due to cuts and mental health services are almost non existent.
      Officers or paramedics often request a mental health team to attend the calls instead, to be told they don't work out of 9-5hrs! And when systems fail it is the Police it always cascades back to. The "jack of all trades" service.
      I want to know why Fire services aren't assisting NHS with minor calls to free up Ambulances.

      Nah it's not... They are just pushing excuses for their abuse... There aim is to kill as many as possible in custody or have them sent to the hospital where they are drugged up beyond repair and eventually die from kidney failure from the drugs they give you... This is the reason many have mental health problems in the first place... So what do the police do... Make it far worse of course, intentionally... It's easier to abuse the vulnerable than it is to do a real police job.. they're brazen about raping that young girl at the school, they're brazen about the young boys they murdered on the ebikes... The GMP needs to go... It's not failing... It's failed and completely corrupt. GMP is now classified to most of the public as a criminal organisation that needs to be taken out of service and all the highest ranking officers arrested for grand corruption

    I've had this, currently awaiting funding from legal aid, for assault and ABH. I was treated exactly the same. Apparently in between arrest and sentencing you're guilty by psychopathic police. yeah I had the same thing... officers sadistic laughing when treating people like animals.

    if her friend was concerned about her wellbeing why not talk to her instead calling the police and not the ambulance.     I never thought this problem would get the mainstream critique it deserves hence I have watched this video a few times now. The moment that officer realises he can’t get away with attempting to differentiate between a strip search and a “welfare” based removal of clothes is astonishing. The police will try to sidestep accusations via semantics and language use, but in this instance, the institution has actually ruled against doing that, and he clearly wasn’t aware of that.

    I don't understand why male officers are present when girls/women are being searched or having their clothes removed. Surely, once they've established that the detainee hasn't any weapons or something they could hurt themselves with, that some type of covering is given immediately. Many of the women who end up in custody have already been victims of sexual abuse previously. Giving detainees some dignity doesn't hurt and doesn't require much effort. The police have a legal duty of care towards the people in their custody.

      How do you think police should proceed if they're doing a welfare search, if only 1 female officer on duty is present in the facility at the time a female detainee is brought in?
      What about if a female detainee is high on ice (common) and thus exceptionally aggressive. If female officers lack the physical strength to restrain such a person to perform such a search, how should police proceed?
      Why is the focus of clothes being removed and digity only ever considered in these kinds of stories and by people like you in terms of female detainees? Why does it have to be a gendered problem?
      Indeed, you're focused on male officers present during a female search, but you've neglected to consider female officers present during a male search or even homosexual female officers.
      What about a trans officer, what should police do there in terms of them being present during welfare searches?
      The world isn't black and white, ideal circumstances are rarely available. Welfare searches take place on video so any impropriety is captured and can be prosecuted.
      At the end of the day people in custody aren't on a holiday. They've either committed a crime or they're under the influence of something which makes them a danger to themselves or others.
      I mean, if this is shocking to you I'd hate to see how you feel about people on mental health wards and under section 12 orders.

    Between 2010 and 2020 the UK population is estimated to have grown by 4.3 million (6.9% increase).

    Every week 1100 arrests. That would only be warranted, with a certain percentage of inevitable mistakes, if there were 1000 crimes committed every week. Is that the case ? So question is: How may crimes are committed every week and … are still all crimes reported by the public ? Or is the cynicism concerning possibility of solution and prosecution of the crime so big that reports are lacking ?

    It's hard to know if the previous year figures were the right amount of arrests/charges or whether the police were not doing their job correctly and have started to turn that around. If extra facilities are required then build them! Ignoring crime just because the system is not currently capable of processing them is not what the public want.

    I don't know why they broke into her house, she didn't owe them a conversation, also I don't understand why they even stripped searched her.
    I had a couple of welfare checks in the past, and I wish I never had them, but I'm grateful I was never arrested and taken in to prison or what not. I never even threatened suicide or self harm either, it's just lies. I'm never going to talk to a doctor or mental health "expert" about my feelings again, because sometimes the responses that I get are inappropriate.

    The answer to this is cameras. Cameras EVERYWHERE. On bodies, in cars, in vans, in custody suites, in cells. EVERYWHERE. The technology is there to do this easily. If things are not filmed, the police should be held accountable to explain why.

    We need a complete overhaul of the police force in Britain from Landsend to Lewisham they need to re-train every single officer male/female we need to flush out every racist/sexist,misogynistic & each officer to have a mental health assessment whether they are Black/White young or old in the end you’ve gotta be the change you wanna see 🙏🏾💯 (I appreciate all the police officers that do their job and treat the public the way they would want to be treated)

      They were visiting her to do a wellfare check because of mental health issues and they new she was under the influence of an unknown substance. Their first priority should have been etting her checked out at the hospital, not arresting her and throwing her in a cell

    Having had personal experience with GMP I would definitely say it’s in serious need of reform to put it mildly things covered up, failure to investigate properly or at all and blatant sexual discrimination also been laughed at by officers twice once when my 10 year old daughter had been assaulted and secondly when I raised the issue of sexual discrimination it’s not just a one off it’s institutional answerable to essentially nobody as IOPC is pretty much all ex coppers and the “punishments” doled out to them for misconduct etc is laughable any other job swearing violence rudeness assault drug taking etc is an instant dismissal but if you check the police disciplinary records it seems to be taken incredibly lightly especially considering these are supposed to be public servants who lead by example they act like the mafia needs a real independent body with teeth and much more severe disciplinary procedures as mine and your tax money is currently paying for this shambles
