Lou is in charge of grooming politicians lawyers, bankers and merchants, using his Lieutenant Tony Derazio to bribe corrupt city government officials. Paying money to change the laws for gambling was a massive risk. Tommy was the man for the counterfeit money and he excels in the casino business. That counterfeit was a backup because Sal put a lot of money into it and he wanted to avoid legal action against him. Wow Sal was dead in the water the moment he turned against Clay and was screwing everyone over with the casino.
