Vito and Joe are too strong together and too powerful on their own to be wasted, so yeah, separating them was probably the best outcome for the mafia. They can still be useful to them.

Remember that mission where Vito saved Leo's life Leo said he couldn't believe that Vito would save an old man just to buy him a few more years. I’ve been thinking of a way they could make a Mafia 4 game and have it make sense. Step 1: Make the ending where Vito gets the city Lincoln leaves cannon Step 2: Kill off Leo. I know this may sound harsh but it’s perfect just hear me out. There’s plenty of evidence proving that Joe is Leo’s Driver. So if you kill off Leo no doubt Joe will be there at the funeral. Joe and Vito could meet at the funeral. Step 3: Have Vito and Joe go after the man who killed Leo and BOOM, you got yourself a good plot. Step 4: Make Mafia 4.

Leo is a smart man. He knew Vito and Joe would seek revenge on a unimaginable level if they knew that they were both alive; especially with Lincoln’s help. Leo kept both of them alive since they ultimately did help the mob with the Triad problems and Falcone. I can imagine Leo telling Joe that Vito “wasn’t a part of the deal” and came up with that story of Joe being beat to death in Chicago to tie up loose ends.

Well with the chin scar, similar build, looking to be around the age of Vito, character models name being "Joe", the developers stating in tweets something along the lines of "Notice anyone familiar in Leo's group?", and the look at the camera at the end it's hard to say that the driver isn't joe. Any evidence to disprove these are encouraged.
Yeah, I personally find this model to look absolutely nothing like Joe, but there are too many specific details, like the ones you mentioned, plus the developers pretty much admitted it in another tweet, so it turned out that this actually is Joe
Leo is smart enough to realize that Joe and Vito together can achieve exactly anything they want after they succesfully killed Carlo Falcone. He's not stupid to let any possiblity of a takeover now that he's basically leading the game but he's an honest, true to his word kind of man especially after Vito has earned his respect so he split them up.
Why else would the camera be focused on the driver and have the driver look at the camera. That has to be joe because they could’ve just showed Leo get in the car and change the screen but it focused on the driver which obviously states that Joe is still alive.

Whether it be foreshadowing or something else, the game took the time at the end of the game in a serious scene to make you lock eyes with the driver of the car, someone you never seen in the game before.

I really liked how the Commission and Leo were really chill with Lincoln. Told him his attacks are over, gives him a chance to run everything, and even let’s him walk away clean with no repercussions if he chooses to.
He hasn't had a motive to do that thought because to Lincoln Joe was just a driver to Leo and that was that. But still was nice if Lincoln would ask Joe's Name and would respond with something clever or just Joe.
Bittersweet that Joe knows Vito lives because of Leo's connections, but Vito flipped over every racket and every pocket he could lay his hands, and exacted revenge on the Marcanos for their involvement in his best friend's death, and never ever know Joe still lives. At least he gives out the best ending among the three underbosses.

The interview about the search for Lincoln was in 2016(the year this game was released) and if you leave Vito the city, he continues to live at age 91. He’d be 93 as of today. Some people live to be 100, so it isn’t ludicrous to say that anyone below Vito’s age could be alive. Maybe they don’t have long, but they could be living.
Vito is my fav but ngl man Lincoln is a beast dude took down entire mafia bases all by himself. Came from humble beginings and wasnt only physically great but capable enough to handle being the boss of the land. Respect to the guy.
Aside from the fact that the driver bears a striking physical resemblance to Joe Barabaro, this is why I think that is indeed him: Back in 1951, Vito and Joe killed Zhe Yun Wong and wiped out a huge chunk of the Empire Bay Triads operations in retribution for the death of Henry. Wong claimed that Henry was a Federal Informant and that’s why he called for the hit, but this did not save him. Even if he lived, the immense damage was already done. Fast forward two days later. Leo tells Vito how badly he fucked up. Leo introduces him to Mr. Chu, the Dai Lo of the Empire Bay Triads. Leo tells Vito to make this right, he has to kill Carlo Falcone. Joe defects from Falcone and helps his friend kill him. In the end, the two are put into two separate cars. Joe’s car pulls off to somewhere in Hillwood, while Vito’s car continues down the hill to the cathouse. The story in Vito’s eyes is that Joe was sacrificed to save him from the wrath of the Triads. He was exiled from Empire Bay for what he did, but because he took care of the Falcone problem and his last favors from Leo, he was given a new start in a new city a thousand miles away. Vito put out some lines to find out if Joe lived. Vito hears how Joe escaped from his captors to Chicago, where he was then killed by five guys. Seems cut and dry right? Well I noticed something on my last playthrough of Mafia II. When Vito is in the car with Leo and Mr.Chu, Leo makes absolutely no mention of Joe’s involvement in the Red Dragon raid. Only Vito’s. Leo could’ve only let that bit of information out to Mr. Chu and the Triads. It seems not only possible, but likely that Leo could’ve told Joe the opposite of what Vito knew, that Vito was killed to sate the Triad’s anger. Vito is no longer in town, so Leo could fake Vito’s death to the Triads, saying he was killed while taking care of Falcone. He could also fake it to Joe, because Vito is exiled and seemingly killed and disposed of before Joe knows what is happening. Leo wouldn’t have to worry about the Triads wanting Joe dead, because Leo could’ve lied and said either he wasn’t involved, or he was killed in the final assault against Falcone. The was not shortage of bodies to use for that. To sum up why he would do that, Vito is now a thousand miles away, out of the picture in Empire Bay taking care of business elsewhere, the Triads are (mostly) off of the commission’s back, and Leo in the end keeps two good earners and Made Men. Then just keep them separate to prevent another Red Dragon. That would definitely be the best of what he could make of a shitty situation like that. Leo certainly has the resources and know-how to make it happen, so I am sure he could do it. But what about the Four guys that Vito sends Lincoln to kill in revenge of Joe’s death? Vito’s contacts could’ve let it slip to Leo that Vito was looking for Joe, so Leo could’ve made a false story so he could have five guys that were likely bad for business whacked, and further convince Vito that Joe is dead. Hell, one of them had the nickname “The Molester” and the Mafia isn’t too keen on sex crimes like that.
Dewrdman except Vito is running a part of a city with his own Gus underneath him. So Joe would’ve known about Vito. Especially if he wants to see if he was still alive. It’s stupid that they brought Joe back and makes the players feel almost childish.

What is amazing is how Leo literally worked hard to protect Vito, Joe, and Lincoln from the Commission and other gangs. 1. I think it is unfair for Vito to hate Leo because Leo made the hardest choices to help keep Vito alive and have enough power within the mafia. 2. It is likely Leo promised Joe that he can reunite with Vito until a certain point in time and based on Joe being Leo's driver shows trust between the two.

The Driver stopping and glancing at Lincoln, the focus clearly put on the driver there at the end would be done for no other reason than it being Joe. Hopefully this gets explored in Mafia 4.
If anyone doubts that it's Joe, the only thing I can say is that I don't think they'd have taken the time to obscure is face, and then focus on it at the end of the scene. They wanted you to see that its Joe, they know anyone who's spent a good amount of time around the series in general would recognise him.
I think Hanger 13 even confirmed it’s Joe on their Twitter account. Someone said something about being bummed out that Joe wasn’t in Mafia III and Hanger 13 replied to their Tweet saying something like, “Did you watch the ending?” So not a direct confirmation but not exactly ambiguous either.
Also his face features, bulky body and that flatcap - that type of cap is something only a few people wear and they wear it as if religiously. If they didn't want players to think it's Joe, they would've avoided making a model that looks just like Joe.

When Mafia was being developed solely by the Czech studio, it was supposed to have something around 23 chapters...when 2K joined the development process, 8 chapters were cut from the final version of the game, because they liked it better.

Leo realized Joe and Vito were much more like those 2 naughty boys in class that won't let the teachers work, and they shouldn't stay together. As long as that happens, all oughta be fine.
The more I think about it, I think Leo actually made Joe an offer. He'll keep Joe alive and under his protection (from the Tongs/Chinese triads), so long as he never makes contact with Vito for as long as either of them live, and also on the condition that Joe serve as Leo's personal body guard and driver. This makes sense for at least a couple reasons. 1) Joe killed his own former boss (Carlo), so he needs new 'employment'. 2) Leo knows he can use the situation to his own advantage. And if either Joe breaks this 'deal' and if Vito ultimately finds out about it and decides to go after Leo, well....... Leo still holds more winning cards than Vito. He can simply give Joe up to the Tongs, have him ambushed by his other loyal associates, or use his own influence with the Commission to go after Vito (after killing Joe first, of course...... effectively eliminating any way for Joe to warn Vito).
People try to argue that it aint Joe Who else would it be lmfao, they took the time to make him center focus of the screen after showing him four like ten seconds, he didnt have to say a word. They knew that anyone who had fond memories of Mafia 2 would immediately recognize that’s Joe especially with how much Vito and Alma mentioned him
Those are all gameplay aspects. In terms of the story Vito could’ve been swapped out with some other random mob guy. In this game he wasn’t really Vito he was just a helper like Burke and Cass. The worst part is that the writers for Mafia II we’re working on Mafia III but had to stop when they got bought, we would’ve seen a proper continuation to Vito and Joe’s story but instead we got something that nobody asked for.

This theory doesn't make any sense to me. Why would Leo pull strings to have Joe spared and then hide it from Vito? And why would Vito be exiled if Joe was brought in to work for Vinci? It's clear that the triads wanted someone to answer for killing their guys unprovoked. Leo only helped Vito because of their personal connection and because Vito saved his life, and he likely had to use all of his influence. Plus Joe was more at fault for the shootout at the restaurant because he acted on impulse and needlessly attacked.
Leo saw how an unstoppable duo Joe and Vito were Leo wanted to seperate them he saw how much of a hazard they were together he knew that they would claw, fight and shoot all the way to the top and try to be the bosses of the crime syndicate
I like how Leo is actually reasonable. He understood Lincoln had a beef with Sal Marcano and ONLY with him, but he wanted the direct confirmation from Lincoln himself so that Leo could convey it further to the Comission.

I know some people mentioned scars as way to identify the driver as Joe, but I just played Mafia 2 again and in the mission where they beat up Joe near the ending, it looks like he gets his right leg smashed up pretty bad (you see it once you take him to the doctor) and this dude here limps on his right leg. Leo is smart enough to realize that Joe and Vito together can achieve exactly anything they want after they succesfully killed Carlo Falcone. He's not stupid to let any possiblity of a takeover now that he's basically leading the game but he's an honest, true to his word kind of man especially after Vito has earned his respect so he split them up.

Why else would the camera be focused on the driver and have the driver look at the camera. That has to be joe because they could’ve just showed Leo get in the car and change the screen but it focused on the driver which obviously states that Joe is still alive.

Whether it be foreshadowing or something else, the game took the time at the end of the game in a serious scene to make you lock eyes with the driver of the car, someone you never seen in the game before.
It's not Pepe because yes he was the driver in mafia 2 but if this is 17 years from the second game to the third. Wouldnt pepe have been promoted instead of being a driver for so long

Bittersweet that Joe knows Vito lives because of Leo's connections, but Vito flipped over every racket and every pocket he could lay his hands, and exacted revenge on the Marcanos for their involvement in his best friend's death, and never ever know Joe still lives. At least he gives out the best ending among the three underbosses.

Aside from the fact that the driver bears a striking physical resemblance to Joe Barabaro, this is why I think that is indeed him:
Back in 1951, Vito and Joe killed Zhe Yun Wong and wiped out a huge chunk of the Empire Bay Triads operations in retribution for the death of Henry. Wong claimed that Henry was a Federal Informant and that’s why he called for the hit, but this did not save him. Even if he lived, the immense damage was already done.
Fast forward two days later. Leo tells Vito how badly he fucked up. Leo introduces him to Mr. Chu, the Dai Lo of the Empire Bay Triads. Leo tells Vito to make this right, he has to kill Carlo Falcone. Joe defects from Falcone and helps his friend kill him. In the end, the two are put into two separate cars. Joe’s car pulls off to somewhere in Hillwood, while Vito’s car continues down the hill to the cathouse.
The story in Vito’s eyes is that Joe was sacrificed to save him from the wrath of the Triads. He was exiled from Empire Bay for what he did, but because he took care of the Falcone problem and his last favors from Leo, he was given a new start in a new city a thousand miles away. Vito put out some lines to find out if Joe lived. Vito hears how Joe escaped from his captors to Chicago, where he was then killed by five guys.
Seems cut and dry right? Well I noticed something on my last playthrough of Mafia II.
When Vito is in the car with Leo and Mr.Chu, Leo makes absolutely no mention of Joe’s involvement in the Red Dragon raid. Only Vito’s. Leo could’ve only let that bit of information out to Mr. Chu and the Triads. It seems not only possible, but likely that Leo could’ve told Joe the opposite of what Vito knew, that Vito was killed to sate the Triad’s anger. Vito is no longer in town, so Leo could fake Vito’s death to the Triads, saying he was killed while taking care of Falcone. He could also fake it to Joe, because Vito is exiled and seemingly killed and disposed of before Joe knows what is happening. Leo wouldn’t have to worry about the Triads wanting Joe dead, because Leo could’ve lied and said either he wasn’t involved, or he was killed in the final assault against Falcone. The was not shortage of bodies to use for that.
To sum up why he would do that, Vito is now a thousand miles away, out of the picture in Empire Bay taking care of business elsewhere, the Triads are (mostly) off of the commission’s back, and Leo in the end keeps two good earners and Made Men. Then just keep them separate to prevent another Red Dragon. That would definitely be the best of what he could make of a shitty situation like that. Leo certainly has the resources and know-how to make it happen, so I am sure he could do it.
But what about the Four guys that Vito sends Lincoln to kill in revenge of Joe’s death? Vito’s contacts could’ve let it slip to Leo that Vito was looking for Joe, so Leo could’ve made a false story so he could have five guys that were likely bad for business whacked, and further convince Vito that Joe is dead. Hell, one of them had the nickname “The Molester” and the Mafia isn’t too keen on sex crimes like that.

1. I think it is unfair for Vito to hate Leo because Leo made the hardest choices to help keep Vito alive and have enough power within the mafia.
2. It is likely Leo promised Joe that he can reunite with Vito until a certain point in time and based on Joe being Leo's driver shows trust between the two.

He’s probably more than just a driver. It’s a sign of high trust to be alone with the boss driving him around multiple hours a day, plus whatever he does when he’s not driving
The Driver stopping and glancing at Lincoln, the focus clearly put on the driver there at the end would be done for no other reason than it being Joe. Hopefully this gets explored in Mafia 4.
If anyone doubts that it's Joe, the only thing I can say is that I don't think they'd have taken the time to obscure is face, and then focus on it at the end of the scene. They wanted you to see that its Joe, they know anyone who's spent a good amount of time around the series in general would recognise him.
I think Hanger 13 even confirmed it’s Joe on their Twitter account. Someone said something about being bummed out that Joe wasn’t in Mafia III and Hanger 13 replied to their Tweet saying something like, “Did you watch the ending?” So not a direct confirmation but not exactly ambiguous either.
Also his face features, bulky body and that flatcap - that type of cap is something only a few people wear and they wear it as if religiously. If they didn't want players to think it's Joe, they would've avoided making a model that looks just like Joe.

When Mafia was being developed solely by the Czech studio, it was supposed to have something around 23 chapters...when 2K joined the development process, 8 chapters were cut from the final version of the game, because they liked it better.

According to the wiki page Leo galante was born in 1887. By 1951 he was 64 years old. Mafia 3 takes place in 1968 which is 17 years later. Leo is 81 years old, god damn.

Leo realized Joe and Vito were much more like those 2 naughty boys in class that won't let the teachers work, and they shouldn't stay together. As long as that happens, all oughta be fine.
The more I think about it, I think Leo actually made Joe an offer. He'll keep Joe alive and under his protection (from the Tongs/Chinese triads), so long as he never makes contact with Vito for as long as either of them live, and also on the condition that Joe serve as Leo's personal body guard and driver. This makes sense for at least a couple reasons.
1) Joe killed his own former boss (Carlo), so he needs new 'employment'.
2) Leo knows he can use the situation to his own advantage. And if either Joe breaks this 'deal' and if Vito ultimately finds out about it and decides to go after Leo, well....... Leo still holds more winning cards than Vito. He can simply give Joe up to the Tongs, have him ambushed by his other loyal associates, or use his own influence with the Commission to go after Vito (after killing Joe first, of course...... effectively eliminating any way for Joe to warn Vito).

Those are all gameplay aspects. In terms of the story Vito could’ve been swapped out with some other random mob guy. In this game he wasn’t really Vito he was just a helper like Burke and Cass. The worst part is that the writers for Mafia II we’re working on Mafia III but had to stop when they got bought, we would’ve seen a proper continuation to Vito and Joe’s story but instead we got something that nobody asked for.

This theory doesn't make any sense to me. Why would Leo pull strings to have Joe spared and then hide it from Vito? And why would Vito be exiled if Joe was brought in to work for Vinci?
It's clear that the triads wanted someone to answer for killing their guys unprovoked. Leo only helped Vito because of their personal connection and because Vito saved his life, and he likely had to use all of his influence. Plus Joe was more at fault for the shootout at the restaurant because he acted on impulse and needlessly attacked.

I like how Leo is actually reasonable. He understood Lincoln had a beef with Sal Marcano and ONLY with him, but he wanted the direct confirmation from Lincoln himself so that Leo could convey it further to the Comission.

I know some people mentioned scars as way to identify the driver as Joe, but I just played Mafia 2 again and in the mission where they beat up Joe near the ending, it looks like he gets his right leg smashed up pretty bad (you see it once you take him to the doctor) and this dude here limps on his right leg. This just looks like more evidence to me.
