I know a guy who doesn't use foam for repairs like this. He just uses more of the microballoons/epoxy mixture. The name for that is syntactic foam. It makes a fine substitute if you're ever in a pinch without the actual foam.
Yes, that's a fine alternate for small repairs. If it is anything more than double the size that I show, you will need some type of rigid insert (foam, balsa, etc). Otherwise the surface will end up uneven. Sanding the syntactic filler nerve leaves a level surface - always a dip or high spot somewhere.
