Bad Balance: SF3 Second Impact Sean

  • Ken is a good metric for SF3 series tiers. From what I understand he saw basically no significant changes from new generation to second impact to third strike. I see Ken usually regarded to be a mid/high tier in NG, a high tier in 2i, and a top tier in 3s. This makes sense, as the characters stronger than him got nerfed as the rosters got more balanced. This Sean seems to be a better Ken, and he's rated a tier above Ken in a game with a smaller overall roster, so it's likely that this Sean is even stronger in this engine than Yun and Chun Li are in 3s. He definitely seems strong.

I'm kinda late to this, but there's a couple good thing about him that weren't mentioned, and some of it doesn't really have to do with Sean specifically, but how 2nd Impact's engine is different from 3rd Strike.
The first being one-button throws. He has a throw with standing HK which does slightly more damage than the average throw and of course gives him excellent oki afterwards. If you go for this throw but they weren't throwable, you get regular standing HK, which is an amazing button in this game. He has all the time in the world to hit confirm a super after standing HK - it's not even a buffer/cancel, he can literally just link a super after the animation ends. It's even easier than Chun crouching MK in 3S. It's super duper easy. He can do this off standing HP too! Supers are way too fast in 2I and can be used to punish or link off a ridiculous number of things.
The other, although not quite as amazing, is his taunt. Using the basketball in the corner after a knockdown lets you set up high-low shenanigans that the opponent usually has to take, unless they've got a super grab or something. Even if Sean commits to it and they do some sort of wakeup move when he's sticking out a button, a lot of times the basketball will knock them out of it. Not a trade in his favor, but it lets him do some fun shenanigans in the corner to keep the pressure on. If they block the basketball, they could be stuck eating a blockstring because red parry doesn't exist in this game.
Also I don't really see Ken as a "high tier" in 2I, he's more of a mid. He's worse than Akuma, Ibuki, Sean, Ryu, Yun, Yang at least. My favorite part of 2I Ken is that his standing HK is so slow that it's punishable by supers on hit (I actually did this to someone in a tournament in 1998 that I uploaded to youtube, lol). He's got most of the same tools, it just feels like he does a little less damage on most stuff (EX air tatsu being a big difference) and everyone above him has more abusable ways to either play neutral, or powerful gimmicks (Ryu double Denjin).
I'm always down to play this game with people on Fightcade and it makes me sad that more people just won't give it a chance.

And after many where turned off by vanilla SF3 who went back to Alpha 2, MvC, CvS, KoF98 and so on. I cannot stress how much people loved Alpha 2, they were not dropping it for SF3. It really wasn't until Japan came and showed everyone how 3rd Strike was meant to be played, then people took it seriously. Then the fans bitched about it in early play tests so much that Capcom caved and put Ryu and Ken in the game. After that they decided that since they had 3 shotos they might as well nerf Sean and make him the joke character since they obviously can't do that to Ryu or Ken, who just by virtue of being in the game at all were considered central characters. Read it randomly on either SRK or reddit, but seeing what Sean lost in this video reminds me of a post about how the top tiers in Third Strike weren't necessarily stronger supposedly, but were nerfed less than others. I don't play enough to know myself, but this video was a good reminder of it.
Sean looks legit fun here, a shame what happened to him.

Balance is weird. In the infamous SF4AE, with Yun and Yang as the top 2, Fei Long was regarded as the 3rd best character. So what changes did he receive between Super and AE? A nerf to his chickenwing damage.
So he got nerfed but went up in the tiers due to what happened to the rest of the characters.
Also Zangief was lowish tier (I think?) but was a counterpick to the top 3, as SPD could punish for free the things nobody else could. So Zangief players were hoping to run into the top 3 in tournaments but would be afraid of mid-tier zoners.

I think Ibuki is a super interesting case study for the balance of SF3 as a whole, since she went from:
NG: Super Top 1 with her 1 button infinite
2I: Not the best, but very good, top 3-4ish character, with one of the best supers in the game, being alright at using jump in down-parry os, and being pretty well off without meter relative to the rest of the cast
3S: right smack dab in the middle, imo probably the best balanced character in 3rd strike, maybe the best balanced character in the series, which is especially impressive considering how unconventional elements of her toolkit are (hit-confirmable and linking tcs including air tcs, safe on block dp for 1.5 bars with sa1, air projectile, lots of hopping attacks etc.)
