In the original comics, it was the Sub-Mariner (Namor) who indirectly led to the discovery of Captain America. In "Avengers" #4 (1964), Namor discovers Cap frozen in ice and throws the ice block into the ocean in a fit of rage. The block eventually drifts to the surface where it's found by the Avengers, leading to Cap's revival and joining the team. I think this was their main source of reference when creating that scene. It was later used to inspire an episode of the avengers: Earth's mightiest heroes where hulk is the one that indirectly leads to the finding of Captain America. Made for a very cool scene but I understand why they initially took it out. In the MCU's scene a Russian oil team discovered the crashed Valkyrie. Eighteen hours later, S.H.I.E.L.D. agents arrived at the location of the plane crash to pick up the body.

The interesting thing about this short is that you get to see a fair representation of the HULK compared to the later emasculated baby kissing hulk. I don't recall Ed Norton's HULK increasing in size noticeably with anger but he was much bigger than the later lame version. The Eric Bana HULK was the best by far. Clearly showing his origin and increasing in size noticeably with anger and all around much more rage. Plus he was a much better color of green.
