Funnily enough, this isn't the first time Moogles got this design. It's a carryover from FF7 Remake. Though I wouldn't blame you for not knowing that, as they only appeared twice in Remake, both being very brief; as minions in the Fat Chocobo fight and in the Chocobo & Mog summon.
