Technically speaking, Pongo was the bio dad to about 15 of the pups, he adopted the rest after rescuing them from DeVille's mansion. My boy should be ranked higher because he's not just a step-dad, but the dad that stepped up.

That said I feel like if circumstances were different for Anakin like if it wasn't for the nightmares driving him crazy making him unable to properly sleep, the whole turning to the Dark Side and needing to do horrible things to gain strength in the Dark Side then he probably would've turned out to be a great dad.
