Figured it out, there is a world quest you need to complete via a Melusine. Head to the village where all the melusines are and head to the waterfall. On your way there, there might be a melusine that has “???” As it’s name. I say “might” cuz idk how I got them to appear. I guess it’s worth noting I did all the major world quests and story quests available as of 4.3 so maybe that’s what did it.
