It's a soldering iron not a welding machine. There's no risk of a shock as it uses very low voltage. But not worth so much trouble unless you are looking for a brilliant physics project. More useful and simpler to buy a small soldering iron!

For safety's sake is it better to stand in one large bucket full of water whilst using this tool, or have one bucketful for each foot?

Just because it uses low voltage, it still can be extremely unsafe. Cheap USB wall plugs have been shown to have high leakage or even shorts to live connections ( thanks Big Clive!). Wall warts are not designed for isolation, though it may appear as such. Hanging on to the solder touching a lead might not only fry your electronics, but also yourself!

I mean, I don't think it's a great idea because you have a live electrical connection while soldering electrically sensitive components.....
But that's not mains voltage if it's using a phone charger. It's 5VDC. The one in the thumbnail though? Yikes.
