To me, the Prime Directive has always implied an obligation to act when another technologically superior species is interfering with the development of a 'lesser' one, as the OG crew did several times, and this crew did in a first season episode. It would be a greater violation to do nothing, in my opinion, and as you said, Archer doesn't like bullies!
